Position Overview :

This is an exciting opportunity to help shape the quality of health care in Florida.

We are seeking to hire a Government Analyst II who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.

This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.

This position is located in the Bureau of Medicaid Policy.

Medicaid Policy is responsible for the development, coordination, and implementation of Florida Medicaid program policies, including : all Medicaid federal authorities (e.g. the Florida State Plan, 1115 waivers and home and community based waivers), administrative rules, coverage policies, managed care plan contracts, bill analyses, drug utilization review boards, preferred drug lists, supplemental rebate contracts, and KidCare / Title 21.

This position is responsible for drafting, revising, editing, and creating Florida Medicaid rules, as well as implementation of program and policy development activities, and special projects regarding compliance with Chapter 120, Florida Statutes, (F.S.).

The incumbent in this position will be responsible for training staff members, colleagues, and other Bureau employees about the requirements for rulemaking, including process, syntax, language, citations, etc., in accordance with Chapter 120, F.S. and the Florida Administrative Code (F.A.C.).

The incumbent in this position acts as the subject matter expert for the promulgation of new, amended, repealed, or emergency rules for the Medicaid Policy Bureau, which include adhering to established state policies and procedures for the development and adoption of rules pertaining to the Florida Medicaid program.

The incumbent ensures Chapter 120, F.S. requirements are followed, and deadlines are met in accordance with section 120.54, F.S.

The incumbent is responsible for drafting coverage policies, accurate submission of reference materials, data analysis, concept papers, compiling briefing documents / talking points, presentations, and special projects related to assigned rules, including completion of the Annual Regulatory Report.

This position is the forms coordinator for the Medicaid Policy Bureau, and creates, edits, submits the forms through the Agency’s HIPAA routing process to comply with federal and state requirements.

The incumbent is responsible for preparing Agency and state weekly, monthly, quarterly, and annual reports, as applicable; tracking rules in real time in a report format, including providing other requested reports to Agency leadership, internal and external parties; developing rule promulgation timelines; preparing program information in response to requests for information and internal audits; coordinating public input processes, by maintaining Rule folders in a prescribed format to include all stages of promulgation;  scheduling, advertising, and  conducting public meetings, and coordinating activities with the Department of State, Joint Administrative Procedures Committee, and other state agency partners, to include maintaining informal and formal correspondence, including email responses, on-site meetings, visits and conference calls with key stakeholders  and agency representatives.

The incumbent in this position maintains up-to-date knowledge concerning the Florida Medicaid program, including researching pertinent federal regulations, state statutes, administrative rules, Florida Medicaid State Plan, managed care and other waivers, and Medicaid program manuals.

The incumbent remains informed about regulations of the Agency for Health Care Administration, including knowledge of Agency operating procedures and processes, managed care contracts, Medicaid systems and technology, and Medicaid-related activities of the Agency.

The incumbent conducts bill analyses, analyzing federal and state legislation, developing presentation materials, and responding to Legislative requests for information.

The incumbent assists in the completion of legislative reports as required.

The incumbent in this position provides programmatic support in other areas related to Medicaid policy, including Medicaid waivers, and State Plan Amendments, as necessary.

This position may require travel.

Salary will be commensurate with experience.

    One year of project management experience.

    Two years of technical drafting or editing experience.

    One year of experience working on assignments that require knowledge of state and federal laws.

    Preference will be given to candidates who possess a bachelor’s degree in a health or human services field, and meet one of the following :

    A) Candidates who are Certified Project Management Professionals or hold a similar certification

    B) Candidates who have knowledge of and / or experience with :

  • the Medicaid Program
  • the rulemaking Process
  • the State Plan amendment process
  • implementing and managing complex projects
  • developing health care related policies
