JOB DESCRIPTION :
The Recovery division fully understands the need for a Financial Analyst as part of our team to be able to, not only grow as a division, but to expand resources and success for all Hoosiers. At this point in time for long-term success of the program bringing in a Grants Coordinator before a Financial Analyst would be the best possible route to help our fellow Hoosiers with every disaster.
Working under the guidance of the Mitigation & Recovery Branch Director to carry out the duties and responsibilities as addressed in the Indiana Code, Stafford Act, and Code of Federal Regulations Title 44 - Emergency Management and Assistance, pertaining to all grant programs administered by the State Individual Assistance Program (IA), the Hazard Mitigation Assistance Program (HM, Public Assistance Program (PA), and the State of Indiana Disaster Relief Fund (SDRF). Current Delegation of Purchasing Authority Program (DPAP)Certification and prior procurement experience preferred. If not currently certified obtaining certification within the first 6 months of employment will be required.
Description of Duties will include :
Assist with the grant application process for the Individual Assistance, Hazard Mitigation, and Public Assistance Program. This may involve working with local, state, and Public Non-Profits applicants on providing project documentation to be submitted for review by State and FEMA.
Provide financial technical assistance upon request regarding FEMA recipient and sub-recipient quarterly reports
Process and track all reimbursement submissions for all Recovery Programs.
Review new project obligations by FEMA for all Recovery Programs.
Review new project obligations for the State Disaster Relief Fund.
Updating and resolving financial system problems.
Expenditure reporting, payment, and reconciliation.
Coordinating with local and state fiscal departments on grant reporting and requesting expenditures
Manage and direct the Recovery sections procurement activities, including everything from major expenditures to office supplies.
Research and resolve difficult accounting issues using sources such as the Indiana Code, Code of Federal Regulations and various governmental accounting manuals.
Track and maintain State Management Costs use for Recovery section projects.
Financial Compliance Monitoring for Recovery programs.
Assist with the creation of Memorandum of Understanding agreements in conjunction with the IDHS Legal section.
Assist with internal and external audits of Recovery programs.
Manage project set-up within Peoplesoft Financials.
Manage state requirement of eCivis use and reporting.
24 / 7 on call position as needed when a disaster event happens. There will be times this position will need to assist out in the field with damage assessments.
Assist in the Recovery Emergency Operations Center as needed.
Any other duties as assigned.

Q 5 - Indiana is looking for an as soon as possible start, pending completion of background checks. What start date would candidate be available for?
Q 6 - Current Delegation of Purchasing Authority Program (DPAP) Certification is highly desired. Does candidate have this certification?
Q 7 - If candidate does not have Current Delegation of Purchasing Authority Program (DPAP) Certification this will be required within 6 months. Certification would be covered or reimbursed by DHS. Does candidate accept this requirement?
Q 8 - 24 / 7 on call position as needed when a disaster event happens. There will be times this position will need to assist out in the field with damage assessments. Does candidate accept this requirement?
