Design & Construction Contracting Specialist

The Department of Public Works Design Division plays a critical role in building new facilities and infrastructure as well as renewing and modernizing our vintage ones. We are an energetic and collaborative group of professionals in architecture and interior design and civil, structural, mechanical, electrical, and construction engineering. Our projects include a wide variety of public buildings and venues, and development of parks, streetscapes, coastal and waterfront structures that are both integral and iconic to the Hampton Roads region. An exciting assortment of upcoming projects includes Renovations to the historic Chrysler Hall, Scope Arena Seating Expansion and Amenities Improvements, Half Moone Cruise Operations and Terminal Enhancements, and brand new facilities such as the new Maury High School, a Recreation/Library Facility with aquatics features, East Bute Street Parking Garage, Norfolk Animal Care Facility, and a Public Safety Facility, as well as a host of bridge and waterfront projects, parks improvements, and streetscape and drainage improvements. The Design Division is looking to add an array of eager and talented professionals to our team to embark on an ambitious Capital Improvement Program approved by our City Council. We manage projects from cradle to grave, through design, procurement, and construction. We are seeking a Design & Construction Contracting Specialist on our Administrative Management and Technical Support team to provide procurement, contracting, and related reporting and support functions for capital improvement projects.

Departmental Hiring Salary Range: $56,900 - $65,295

Essential functions include but are not limited to:

  • Works with project managers to compile technical plans and specifications with standard front-end contract documents to prepare project manuals used for procurement of architectural and engineering consultants and construction contractors.
  • Administers postings on the City's OpenGov procurement portal, coordinates RFI's, reviews bids and proposals, prepares contract awards, and readies contract documents for execution, tracks bonds and insurance, and issues notices to proceed and other communications.
  • Prepares work orders, change orders, amendments, and other contract revisions. Prepares, tracks, and prepares reports for indefinite quantity contracts to measure work load trends and ensure conformance with contract limits.
  • Tracks contract status for closeouts and warranty schedules, and increase or release of bonds and insurance.
  • Serves as the point of contact and subject matter expert for all contractual matters. Advise project managers across departments in procurement options and best practices for design and construction, including competitive sealed bidding, competitive negotiation, indefinite quantity, design-build, construction management at risk, public-private partnerships (PPEA), small purchase, sole source, emergency, and sheltered bidding.
  • Tracks annual proposed State legislation for review by the City and to incorporate new law into existing procurement practices, as needed. Recommends modifications to accommodate regulatory, legislative, industry or City changes, seeks legal advices when appropriate, updates and maintains documentation on compliance with federal or state grant agreements and updates Standard Operating Procedures accordingly.
  • Reviews and updates departmental standard operating procedures (SOP's), recommending improvements and efficiencies where possible. Works with Programs Manager to incorporate existing and improved practices into the City's e-Builder project management system.
  • Tracks contract activity in a database to evaluate work load in the Division and time durations for contracting functions.
  • Performs related work assignments to support the Department and Division in its mission to deliver quality construction project on time and within budget.

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Three years experience in data analysis or related field, or an equivalent combination of education and experience Experience in procurement and contracting functions for public design and construction projects preferred.

Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

Retirement

The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
