This summary provides a listing of the knowledge, skills and abilities that are critical components of the position of Director of Security & Facility Security Officer (FSO).
General
The Director of Security & FSO is responsible for managing, administering, and coordinating Department of Defense (DOD), industrial, and aviation security programs. This position ensures compliance with government regulations (including NISPOM), FAA requirements, and company policies. The role includes personnel clearance management, corporate physical security oversight, and operational liaison responsibilities with Federal agencies. The Director also provides key leadership in regulatory audits, insider threat programs, and the administration of the Civil Reserve Air Fleet (CRAF) obligations.

- Serve as the company’s primary security liaison with the Department of Defense (DoD), US Transportation Command (USTC), Air Mobility Command (AMC), TSA, and FAA.
- Ensure compliance with NISPOM and maintain Facility Clearance Level (FCL) documentation as required by the Defense Counterintelligence and Security Agency (DCSA).
- Manage personnel security clearances, including initial submissions, reinvestigations, and continuous monitoring; maintain all related security documentation and rosters.
- Interpret and implement government policies, updating internal security procedures and plans accordingly.
- Oversee the Insider Threat Program and act as the company’s Information Security Officer (ISO).
- Oversee physical security of facilities, including access controls, badging systems, and alarm monitoring.
- Serve as an alternate Airport Security Coordinator (ASC) when the primary is unavailable.
- Manage the company’s Ground Security Coordinator (GSC) program and support training and compliance requirements.
- Ensure proper handling of classified information, including document control, transmittals, and storage per NISPOM standards.
- Oversee and manage crew and employee badging, including SIDA access, company ID cards, and crew credentials.
- Monitor and maintain flight manifest data in MIS Choice to ensure regulatory compliance.
- Provide required new-hire security briefings, exit interviews, and debriefings.
- Develop and deliver annual security training and refresher programs.
- Support Human Resources, Legal, and Contracting teams with security-related guidance and investigations.
- Participate in security audits and assist Federal agencies during inspections or incident inquiries.
- Administer the security education program and promote a culture of compliance throughout the company.
- Schedule and manage classified courier authorizations and classified material transmissions.
- Support logistics for charter operations in coordination with TSA and other applicable agencies.
- Lead security-related incident response and coordinate corrective actions.
- Maintain strong relationships with government security offices to support contract requirements.
- Manage badge inventory and visitor access logs to ensure secure facility entry procedures.
- Ensure compliance with federal mandates related to Personally Identifiable Information (PII).
