Emergency Preparedness And Response Coordinator
All positions require that the applicant be a resident of Wyandotte County or willing to relocate within twelve months from the date of hire. As a condition of employment, all employees must pass a post offer physical examination and drug screen and submit proof of identity and employment eligibility.
Job Description :
- Collaborate and consult with each Division within the Health Department to complete staff training on emergency preparedness and response roles and responsibilities in a public health emergency.
- Create and maintain annual integrated preparedness training plans.
- Conduct annual integrated preparedness planning workshops with stakeholders.
- Complete all after-action reports and improvement plans based on outcomes of real events, full-scale exercises, and tabletop discussion exercises.
- Coordinate and complete all identified improvement items listed in the improvement matrix and report the completion to the Kansas Department of Health and Environment.
- Assign and schedule leadership and management advanced classes in the incident command system with direct relations to their assigned command role.
- Identify and present new training opportunities to all staff members and management.
- Create and conduct all Emergency Preparedness and Response exercises and trainings in compliance with the Centers for Disease Control, Kansas Department of Health and Environment, Federal Emergency Management Agency guidelines, and local laws and ordinances.
- Assist the Public Health Emergency Preparedness and Response Planning Coordinator in reviewing and updating current plans, procedures, and policies.
- Ensure health equity is a constant consideration in the planning and operations of all emergency mitigation and response activities.
- Seeks input from community organizations and individuals when updating or creating new mitigation and response trainings and exercises.
- Meet with local business and preparedness stakeholders to complete site visits and training on becoming closed POD partners with standing MOUs.
- Work in partnership with the Kansas Metro Health Care Coalition and the Mid-America Regional Council for planning and collaboration with all the regional hospitals, EMS services, and the Emergency Managers.
- Maintain a constant state of response readiness as outlined in the 15 response capabilities and the operational readiness requirements.
- Monitor all hospitals in the region for surge capacity and respond to needs on behalf of the Health Department.
- Maintain monthly, quarterly, and annual updates for the communications systems for accurate drills, exercises, and accountability.
- Create internal communications policies and procedures and train internal staff in the appropriate use of communications policies and procedures.
- Meet with all new Health Department staff members to complete division-specific orientation training.
- Perform the duties of the Kansas Train Learning Management System Administrator and create training accounts for all staff members.
- Provide technical assistance for all Health Department staff on the operation of the Kansas Train System.
- Provide technical assistance in the completion of all training classes or courses.
- Monitor, service, and account for all Emergency Preparedness and Response equipment purchased with grant and county funds.
- Follow the Unified Government procurement procedures and purchasing standards to ensure responsible use of resources.
- Carry out the responsibilities and duties in directing and coordinating the logistics, design, set-up, demobilization, and operations for off-site point of distribution locations.
- Maintain an understanding of the various processes and procedures of all positions in the Health Department incident command system.
- Support and assist in creating Health Department policies and procedures.
- Accept additional assignments as requested by management, including project management and tasks.
- Maintain professional and cordial interactions with community partners, staff, and others at all times.
- Participate in continuous quality improvement efforts.
- Comply with federal, state, and local laws and regulations, including full confidentiality of protected health information.
- Assume a public health emergency role as necessary or requested by management.
- Uphold Health Department standards and values, ensuring solid ethical standards are practiced.
- Attend required Human Resources trainings and complete required annual trainings.
- Ensure Health Department staff members complete the UG training requirements.
- Attend meetings as required or requested.
- Other duties as assigned.
Qualifications :
Bachelor's degree in public health, Education or a related field and two years of related program experience that includes emergency preparedness and response, emergency planning, emergency management, or developing training plans; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as such as those listed above. Knowledge of programs utilized (e.g., Microsoft Suite products, Adobe products, video conferencing, financial software, proprietary software, and others). Knowledge of general office equipment (copier, scanner, fax, etc.). Strong interpersonal and public speaking skills to work effectively with a wide range of constituencies. Knowledge of principles, methods, procedures, and strategies concerning emergency preparedness, training course design and presentation, and community relations programs. Ability to maintain composure under stressful situations displaying tact, diplomacy, and discretion. High standards of confidentiality. Excellent customer service skills. Extreme attention to details and time management. Effective communicator (verbal, written and body language) Business reports, correspondence, and procedure manuals. Write concise and explanatory documents, proposals, and articles Presentation skills Interpret a variety of instructions either written, oral, diagram, schedule, or electronic formats Ability to prioritize and manage work effectively and efficiently to accomplish tasks while multi-tasking and delivering exceptional service. Have and maintain a valid driver's license and vehicle insurance.
