Job Description

The Bureau of Public Health Clinics (BPHC) mission is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis, and provide immunization and sexual health services regardless of ability to pay or immigration status. The BPHC oversees the medical services and clinical operations of eight Sexual Health Clinics, four Tuberculosis Chest Centers, and one Immunization Clinic. To achieve its mission, the BPHC provides direct clinic services to people seeking health care; monitors clinic utilization trends; provides education and training to service providers and community groups; conducts research; and develops policies and programs to deliver high quality clinical care which best serve New Yorkers.

The selected candidate will report to the Director of Program Implementation and serve as Data Analyst.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO :

  • Analyze data from BPHC medical records to inform decision making related to program planning, service implementation and delivery, and resource allocation.
  • Prepare automated data reports on quality care metrics, clinic utilization, and other performance indicators, and build new dashboards and visualizations to improve data access among BPHC leadership.
  • Conduct data reporting and prepare data extracts for internal and external stakeholders, including federal funders.
  • Collaborate on program evaluation and epidemiologic studies which address questions relevant to advancing clinical service delivery across public health clinic systems and other questions relevant to the fields of sexual health and tuberculosis.
  • Write, adapt, debug, maintain, and produce documentation for SAS programs for automated processing, quality control, analysis, visualization, and archiving of data and results according to BPHC standards.
  • Contribute to the planning and implementation of updates to BPHC electronic medical record systems and relational databases by assuring database tables and fields meet internal and external reporting requirements.
  • Assure data reporting, program evaluation, and research projects are being implemented with a racial equity and social justice lens.
  • Work collaboratively with a multidisciplinary team of medical, operations, laboratory, administration, epidemiology, and other staff across the Bureau and other Agency programs.
  • Contribute to the preparation of reports, presentations and manuscripts for scientific journals / peer reviewed health publications
  • Participate in Incident Command System (ICS) activities, including during activation.

PREFERRED SKILLS :

  • Expertise in manipulating and analyzing large datasets, preferably with medical record and / or health care data
  • Advanced SAS skills and experience with SQL
  • Experience with data visualizations, including mapping and interactive data displays using Power BI, Tableau, R, and / or ArcGIS
  • Strong analytical, problem-solving and collaborative skills
  • Ability to maintain multiple projects simultaneously and function effectively both independently and as part of a multidisciplinary team

    Qualifications

    1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

    To be appointed to Assignment Level II and above, candidates must have :

    1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

    2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

    3. Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

    NOTE : Probationary Period

    Appointments to this position are subject to a minimum probationary period of one year.
