Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented in response to the status of the State budget. PLP 2025 requires each full-time employee in Bargaining Unit 1 and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by 3 percent and will receive 5 PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes. Part-time employees are subject to the same conditions as full-time employees, on a prorated basis equivalent to their time-base. Permanent intermittent employees are subject to the same condition as full-time employees, based on the number of hours worked in the pay period.

This is a limited term position which may be extended or become permanent.
Under the general direction of the Health Program Manager (HPM) III, the HPM I supervises a small technical/professional unit of staff performing quality management and compliance duties. The HPM I supervises and oversees staff assigned to develop a well-functioning health care performance management system at an institution, including a network of quality improvement committees that oversee improvement activities, a performance measurement and evaluation system, an annual improvement plan that incorporates the highest-priority improvement initiatives, and application of quality improvement tools and techniques to achieve performance objectives. The HPM I is responsible for the initial local action plan, including the implementation of the Department's licensed health care beds and the ongoing coordination of activities regarding achieving and maintaining the licensing, certification, and accreditation of the institution. The HPM I ensures compliance with applicable quality-of-care standards, regulations, and public laws.
