Duties

This is a temporary promotion / short term assignment for up to 6 months, that may be extended based on the needs of the agency and / or made permanent without further competition.

The incumbent must be a customer service professional who can work in a fast-paced and dynamic work environment.

This position is located in the Department of Homeland Security (DHS) U.S. Immigration and Customs Enforcement (ICE) Office of Human Capital (OHC). OHC develops and implements ICE human capital positions, plans, programs, policies and procedures for the management and administration of ICE human resources that support the ICE mission. The purpose of this position is to serve as Supervisory Human Resources Specialist (Labor Relations). In this capacity, the incumbent is the principal authority for labor relations policy particularly for purposes of collective bargaining within the delegated authority afforded to ICE by the Department of Homeland Security. Typical work assignments include :

Provide policy leadership and expert technical advice and guidance within ICE / DHS on negotiations and implementation of ICE labor relations policies.Serve as the ICE labor relations policy point of contact for other agencies and components on issues concerning collective bargaining.Establish and maintain effective relationships with labor organizations that represent ICE employees and create, promote and maintain a constructive and collaborative labor relations environment.Stay abreast of developments in both labor relations policy and collective bargaining agreements and monitoring implementation.Advise management on the impact of agreements and negotiations concerning ICE's statutory responsibilities to maintain and effect immigration enforcement.Manage and independently prepare labor relations policy papers, position papers, briefing books, and progress reports pertaining to matters of interest to ICE officials.Initiate and monitor studies and analyses affecting management program requirements such as funding, milestones and deliverables, necessary to implement the immigration enforcement under provisions of collective bargaining agreements.Plan, direct, manage, supervise, and mentor a staff of Human Resources Specialists (Labor Relations) with full exercise of administrative and technical supervision of subordinate and / or collateral duty staff.

Qualifications

You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing these duties :

Directing a comprehensive labor relations program;Serving as a program manager / policy expert in labor relations with oversight regarding designing and conducting comprehensive studies;Evaluating and making labor relations recommendations concerning overall plans and proposals for complex agency projects;Providing guidance and consultation to management on a variety of labor relations issues, including administering negotiated agreement(s).Qualification requirements must be met by the closing date of this announcement.
