Job Duties
The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a Payroll Specialist in our Central Office Fiscal Division. This position is located in Richmond, Virginia.

The selected candidate will support Central Office accounting functions by processing semi-monthly and bi-weekly payroll, managing VSDP, workers compensation, payroll reconciliations, time entry and leave, as well as other accounting functions and projects as assigned. Ensure accurate payment to employees while in compliance with payroll regulations, policies and procedures. Explain and advise users on policies and practices related to these areas. Assist employees with payroll related issues. Maintain confidentiality of personal and sensitive data at all times.
This position's specific responsibilities and duties will include, but are not limited to :
Payroll Functions : Work with HR each pay period to receive all documentation for payroll processing. Analyze, research and enter payroll data into Cardinal and process payroll changes, VSDP, workers compensation and special pays. Prepare reports related to payroll expenditures, deductions, withholdings, and totals by pay period. Reconcile payroll and deductions to Cardinal reports. Perform pre-audit of Salary and Hourly payroll. Assist with new employee orientation. Maintain payroll records and files for internal use and audit proposes.
Oversee Related Payroll Issues : Manage programmatic issues related to district VSDP, workers compensation, payroll reconciliations, time entry and leave. Update online payroll guides and assist employees with payroll related issues. Assist with automated financial systems training.
Miscellaneous Fiscal Functions : Assist with other accounting or section activities as needed.
This is a high demand and rewarding position with multiple deadlines and a large payroll work environment.
Minimum Qualifications
- Ability to communicate effectively orally and in writing with diverse audiences.
- Considerable knowledge of state, federal laws and regulations governing payroll activities.
- Ability to maintain confidentiality of personal and sensitive information.
- Ability to work independently, multi-task, work well under deadlines, and pay attention to detail.
- Working knowledge of generally accepted accounting principles (GAAP) to include cost accounting and internal controls.
- Skill in the use of computers, software applications to include automated financial and payroll systems.
- Experience with payroll processing, general ledger and accounts reconciliation.
- Ability to research, reconcile, analyze, and evaluate data.
- Ability to prioritize and organize work effectively.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
