The Idaho Department of Lands (IDL) has one (1) opening for a Deputy Director, Policy and Administration. This is a non-classified position. This position is a full-time, benefited position located at our Staff Office in Boise, Idaho.

Salary Range is $67.00 / hour +DOE and includes a competitive benefits package.
This position is a non-classified Deputy Director within the Department of Lands (IDL) reporting to the Director. IDL seeks talented people committed to delivering our land management, regulatory, and assistance missions and preparing IDL for future natural resource challenges.
As a member of IDL’s executive leadership team, this position assists the Director, Deputy Director – Resource Management, and Division Administrators with strategic planning, budgeting, and overall program planning, priorities, and direction. This position represents the Department through regular contact with the public, other state and federal agencies, stakeholders, and elected officials.
The Deputy Director will lead and supervise a staff of four including the Fiscal Officer, Communications Manager, and two Management Assistants. This position will act as a liaison to the legislature, Land Board, and embedded Division of Human Resources staff. This position directs the development of the Department’s budget, legislation, and administrative rules. The incumbent is responsible for directing, committing, coordinating, and acquiring resources to achieve performance measurements critical to the State Board of Land Commissioners.

Minimum Qualifications :
Graduation from a full four (4) year college course of study with a bachelor's degree, with a major aligned with the duties of the position, plus five (5) years of related professional experience; OR, ten (10) years of successful and progressive professional experience of such a nature as to enable the applicant to perform these duties successfully at the professional level.
Experience : Managing professional staff; analyzing financial and other data; preparing and analyzing policies and making policy recommendations; analyzing management and program problems, identifying alternatives and recommending and implementing solutions; preparing budgets and preparing and analyzing related reports; preparing and making presentations to groups; engaging with legislators and elected officials; engaging productively with local, state, and federal officials.
Knowledge, Skills, and Experience :
- Experience managing a professional staff with diverse responsibilities; setting goals and objectives for programs and projects, and evaluating results; budgeting for natural resource or land management programs; preparing documents and reports; performing liaison activities and dealing effectively with local, state and federal entities, elected officials, business and community leaders, the media and general public to develop understanding, acceptance and support for a program; communicating effectively orally and in writing, and making public presentations.
- Considerable knowledge of business and government principles; state and federal laws and regulations related to the Department’s business; private sector business practices; financial analysis methods; federal, state and local government operation.
- Good knowledge of customer service; developing and implementing public policy; financial and accounting principles and practices; interpreting financial reports and data.
- Knowledge of a wide variety of programs sufficient to establish the credibility necessary for leadership of professional staff.
- Ability to establish a clear vision for programs within the position’s responsibility and guide staff towards efficient implementation.
- Knowledge related to effective communication methods necessary to share information and advance Department initiatives.
- Proven experience with management practices, organizational development, and performance management.
- A track record of demonstrated leadership, vision and innovation for delivering results, building accountability for staff, and creating a positive work environment.

The Fair Labor Standards Act (FLSA) code for this position is Executive (E) Based on the FLSA code for this position. Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, recreation, commercial use, residential use, and conservation in a prudent and sustainable manner.
Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. IDL Fire, in partnership with two Timber Protection Associations and with the support of rural volunteer fire departments and other partners, are responsible for fire suppression and prevention on more than 9 million acres of state, private and federal land in Idaho. We also provide assistance to landowners to manage their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
