General Description
This position performs professional public information, communications, and media relations work for the Police Department under the Public Relations Unit. The Public Information Officer (PIO) is responsible for proactive and responsive public safety communications, information dissemination, community engagement, and marketing of departmental programs and services.
Duties include developing and managing digital communication platforms, preparing and distributing press releases and public notices, coordinating messaging during emergency situations, and serving as the primary liaison between the Police Department, the City Manager's Office, media outlets, and the community.
The role requires independent decision-making, discretion, and sound judgment in planning, prioritizing, and executing assignments. Work is performed under limited supervision with considerable latitude.
Essential Job Functions

Serves as the public information liaison between the Police Department, the City Manager's Office, other City Departments, media representatives, and the general public.
Serves as the primary point of contact for news media regarding Police Department matters; coordinates the release of information pursuant to State public records laws.
Develops, implements, and maintains strategic communications and marketing plans that promote the Police Department's mission, programs, initiatives, and public safety services.
Develops and maintains the Police Department's social media presence, website, and intranet content; monitors social media for trends, public sentiment, and emerging crime-related concerns.
Drafts, edits, and distributes press releases, talking points, media briefs, newsletters, brochures, flyers, posters, and other printed and digital materials.
Represents the Police Department and the City in a professional manner, which may include on-camera appearances for live or recorded news media, delivering prepared statements, or responding to questions on an impromptu basis.
Supports the Incident Command System (ICS) during critical incidents and emergencies, ensuring consistent and timely dissemination of public safety information while mitigating rumors and misinformation.
Collaborates with City personnel in the development of informational videos, recruitment campaigns, and multimedia projects.
Coordinates and hosts department tours, civic presentations, and other community engagement activities that support transparency and public trust.
Initiates outreach to the community, businesses, schools, neighborhood groups, and civic organizations to enhance communication and build strategic partnerships.
Develops and coordinates special projects, campaigns, public awareness initiatives, and crime-prevention messaging that positively highlight the Police Department and its services.
Maintains professional relationships with media outlets to ensure consistent, impartial distribution of information on crime incidents, investigations, and law-enforcement activities.
Maintains policies and procedures related to public information, media relations, and public communication protocols.
Performs related duties as assigned.
Minimum Qualifications
Knowledge, Skills and Abilities : Knowledge of the principles, practices, and techniques of marketing, public relations, and communications. Knowledge of applicable federal and state laws (including Florida Public Records Law) and city ordinances (or ability to learn and apply knowledge quickly). Knowledge of the methods and techniques of writing, editing, and marketing public information programs. Knowledge of the principles of modern journalism, including the ability to draft and disseminate information through written or electronic disbursements and conduct singular or mass-media briefings. Knowledge of the principles, procedures, and techniques of communications media, including television, radio, film, social media, newspaper, meetings, conferences and presentations. Knowledge of various graphic production and printing applications, file formats and interfaces for all applications and platforms.
Skill in Microsoft Office products (Word, Outlook, Excel, Publisher, and PowerPoint) and Adobe Photoshop, with the ability to quickly and independently learn new software. Skill in social media platforms such as Facebook, Twitter, LinkedIn, and Instagram, with ability to quickly and independently learn new platforms. Skill in preparing and delivering reports, policies, and presentations. Skill in providing good customer service.
Ability to manage projects and programs and multi-task while working with tight deadlines and shifting priorities. Ability to quickly and independently learn new software. Ability to use critical thinking skills to analyze and define problems, identify alternative solutions, estimate consequences of proposed actions, suggest improvements to processes, and implement recommendations in support of goals. Ability to clearly communicate and understand information in English, both orally and in writing. Ability to write speeches, formal presentations and / or technical correspondence. Ability to work with minimal supervision. Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work.
Education & Experience Requirements : Bachelor's degree in journalism, communications, marketing, advertising, graphic design, business or closely related field; supplemented by four (4) years of experience in public relations, public information, journalism, media production or related field. An equivalent combination of education, certification, training, and / or experience may be considered. Must possess and maintain throughout employment a valid Florida driver's license with a satisfactory driving history. Previous experience a law enforcement agency or government is strongly preferred. Fluency in a second language (Spanish or Haitian Creole) desirable.
Requires availability outside of standard business hours, including nights, weekends, and holidays, as well as during emergencies, major incidents, special events, or breaking news situations. The PIO may be subject to call-back or extended work hours with little or no advance notice to support critical public safety messaging needs. During activation of the Emergency Operations Center (EOC) or the Incident Command System (ICS), incumbent may be assigned extended shifts and / or an operational role as determined by the Incident Commander or designee.
Applicants qualifying for employment will be subject to a polygraph examination and an extensive background screening.
