Te whiwhinga mahi | The Opportunity

The primary purpose of the role is to establish procurement approaches and processes that are robust, consistent and incorporate Te Whatu Ora's strategies and policies, wider government policies and strategies, NZGP Rules, and are based on best practice to enable efficient and effective delivery.

Note : Preference will be given to Te Whatu Ora and Te Aka Whai Ora employees.

Mōu | About you

In the role you will be responsible for developing and implementing best practice systems, guidelines, tools, and templates, creating a community of procurement expertise across the regions, as well as liaising with central government agencies on system transformation and in developing best practice approaches to infrastructure procurement, as well as, liaising with capital-intensive crown agencies to share knowledge, experiences and best practice.

You will work with the GM of Commercial and Contracts to develop and implement a national infrastructure procurement strategy, and advise the investment planning team on the commercial case component of business cases, and establish a framework for providing assurance on procurement strategies and plans, and together with the Regions, develop and implement strategies and plans to lift the capability and capacity where required.

You will train, support, and offer guidance to the regions, to improve infrastructure procurement capability.

Ngā pūkenga me ngā wheako | Skills and experience

  • Bachelor's degree or equivalent qualification in Supply Chain, Procurement
  • Minimum 5-10 years' experience managing a procurement team (facilities / property / construction / infrastructure)
  • Track record managing the end-to-end procurement process for vertical infrastructure with high levels of complexity / risk / scale
  • A sound understanding and experience of the end-to-end procurement lifecycle process, the New Zealand Government Procurement Rules and procurement best practice as they relate to construction and infrastructure
  • Proven experience developing and implementing best practice systems, frameworks, guidelines, tools and templates for vertical infrastructure
  • Proven record of executive level negotiating with the ability to influence and understand options and alternatives that support the desired outcomes
  • Experience developing and implementing strategies to lift capability and capacity
