CONSTRUCTION INSPECTION MANAGER

Under general supervision, the Construction Inspector Manager is responsible for planning and coordinating the inspection of Public Works construction to ensure compliance with City- approved plans and job specifications. Supervises the work of subordinates.
The Construction Inspector Manager conducts on-site inspections of all new utility, street, sub-grade soils testing, steel, drainage and other infrastructure to ensure that the installation is in compliance with approved construction plans and city standards. Provides emergency response to Public Works issues after hours which include but is not limited to all street problems, potholes, trees down, signals, signs, water and sewer issues.
Supervises staff, which includes prioritizing and assigning work : conducting performance evaluations, ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary decisions and recommendations. Trains and instructs new inspectors. Coordinates projects with other departments and agencies. Investigates complaints related to assigned projects and take appropriate action.
Inspects construction on water, sewer and storm sewer installation, paving, drainage, landscape, irrigation, franchise utilities and other infrastructure; checks barricades at lane closures; coordinates work between two or more contractors, schedules testing lab for on-site testing; checking on site materials; and measures quantities.
Attends pre-construction meetings; conducts on site pre-construction meetings, reviews batch designs, views video tapes of job site conditions, sewer tapes, traffic control plans, trench safety plans, and monthly pay requests; fills out daily reports; answers complaints from residents and businesses; and assists contractors in solving problems.
Performs Operations Manager functions when needed.
Generates overall ratings for the general condition of the street and the street surface.
Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six-months / one year of advanced study or training past the high school equivalency.
Five (5) years of progressively responsible experience in construction inspection and management of Public Works, Development or CIP projects, including supervisory responsibility.
Employment is conditional upon successful completion of a criminal background check, drug and alcohol test and a motor vehicle review.
Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.
This position normally performs the job by following established standard operating procedures and / or policies. There is a choice of the appropriate procedure or policy to apply to duties.
Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
Intermediate ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias and to deal with system of real numbers; practical application of fractions, percentages, ratios / proportions and measurement. Basic ability to write simple sentences containing subject, verb, and object, and / or a series of numbers, names, and addresses.
Good knowledge of the principles, methods, materials, and techniques of the highway / utility construction trades; good knowledge of engineering construction terms. Ability to read and interpret engineering plans and specifications; ability to compile engineering data from a variety of sources; ability to identify defects and hazards associated with construction projects.
