Job Summary
This position is located in the Department of Human Services (DHS), Office of Information Systems (OIS). The mission of the DHS is to empower every District resident to reach their full potential by providing meaningful connections to work opportunities, economic assistance, and supportive services. The incumbent in this role is responsible for providing technical knowledge and in-depth experience on risk assessments, internal audits, and analyzing of the overall security posture of all DHS Information Technology.

The mission of the DHS is to provide meaningful and equitable services, support, and access to resources for District residents to realize their goals. Our approach to preventing homelessness and supporting individuals and / or families experiencing homelessness is focused both on systems-level reforms and on the quality of the programs and supports within that system. These efforts include creating economic opportunity, making our neighborhoods safer, and providing more effective and efficient government services.
Duties and Responsibilities
The IT Specialist ( Security) Collaborates with Senior staff in the design and development of time-line deliverables associated with system security codes and protocol mandates as per agency, state and federal guidelines for the system's overall security work stream as it relates to project completion of any DHS systems. Reviews, provides comments, and implements National Institute of Standards and Technology (NIST), Office of Management and Budget (0MB), Enterprise Cybersecurity Division Information Technology (IT) security policies, procedures, and other authoritative IT security guidance necessary for system design and integration throughout the System Development Life Cycle (SDLC) for all DHS systems. Plans, designs, develops, and implements an Incident Response System, Continuous Monitoring Plan, Strategy Plan and Audit Program for all DHS systems.
Participates in DHS system reviews during the design, implementation and integration stages of all applications, networks, and system accounts in support of various audit, compliance and regulatory requirements necessary for the successful integration of the security work stream for all DHS systems. Defines tasks, procedures, and outcomes for DHS systems assignments. Works with other Project Managers and direct reports to divide tasks / deliverables amongst junior staff. Supports and assists juror staff in the design and implementation of Plan of Action & Milestone (POA&M) remediation efforts associated with all DHS systems. Performs risk assessments, system security incidents and computer security status of all DHS systems and shares results with the team and management
Qualifications and Education
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Individuals must have IT-related experience demonstrating each of the four competencies listed below :

4. Problem Solving - Identifies problems; determines accuracy and relevance of information.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions / Environment
The work environment includes an office setting and the work area is adequately lighted, heated, and ventilated. The position requires travel to all parts of the Washington Metropolitan area.
Other Significant Facts
Tour of Duty : Monday – Friday 8 : 15am to 4 : 45pm (This position may require working on weekends as needed.)
Pay Plan, Series and Grade : CS-2210-13
Promotion Potential : No Known Promotion Potential.
Duration of Appointment : Career Service Permanent.
This position is covered under a collective bargaining unit represented by AFSCME 2401 and you may be required to pay an agency service fee through direct payroll deduction.
Position Designation : This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
Emergency Designation : This position has been designated as Emergency pursuant to Chapter 12 of DC Personnel Regulations.
Residency Preference : When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
