The Research and Communications Bureau has an opening for a Labor Market Research Manager. This position is responsible for the day-to-day operations of the Research and Analysis group and provides leadership, direction, coaching and guidance to Research and Analysis staff.
This position will be located in the Department’s central office located in downtown Boise.

The primary functions of the Research and Analysis group consist of labor market information development and analysis, performance reporting, analysis and support of the state’s workforce and unemployment insurance systems, and research and evaluation of complex economic and workforce programs.
Examples of Duties :
- Manage Idaho’s cooperative agreement with the Bureau of Labor Statistics.
- Negotiate program funding, develop and monitor budgets.
- Hire staff, arrange staff training, develop and write performance plans, assign work, monitor performance and write evaluations.
- Provide leadership, direction, control, guidance and coaching to staff.
- Plan and direct the collection of labor market information and ad-hoc research projects.
- Conduct unemployment insurance actuarial research, analysis and modeling.
- Oversee the calculation of the state's unemployment insurance tax rate, the maximum taxable wage base and the maximum weekly benefit amount.
- Determine the long- and short-range impacts of changes in benefit formulas and tax rates on the solvency of the unemployment insurance trust fund.
- Provide technical assistance.
- Analyze new and proposed legislation for programmatic and fiscal impacts.
- Develop and make presentations to federal, state and local officials.
- Demonstrate an absolute commitment to producing objective, unbiased, non-political information.
- Considerable knowledge of economics, business, statistics, mathematics and / or other position-relevant knowledge that was acquired through formal education.
- Knowledge of and a fundamental understanding of Idaho’s workforce and economy – past and present.
- Experience supervising the planning, direction and management of complex research projects involving cross-functional participation by multiple agencies.
- Experience working with customers or clients to define research questions.
- Experience defining multiple data sets from different sources necessary for answering clearly defined research questions.
- Experience analyzing, explaining and presenting workforce, economic and statistical information to groups.
- Experience analyzing new or proposed legislation to determine potential impacts.
