Job description

Position Description

Primary Purpose :   The primary purpose of the Manager Maintenance position is to provide technical oversight and management of maintenance for KMST and for KMST / CFPL Butane, including oversight of capital and major maintenance projects. This position requires in-depth knowledge and understanding of project management technical, operational, and administrative responsibilities, and must exhibit leadership, analytical / decision making and managerial skills. Liaison with various groups to maintain effective project execution and assist in overseeing work done by third parties working on company property, to protect company interests.

This position can be located at the KMST location in Greensboro, NC, Richmond, VA, or Charlotte, NC.

Essential duties and responsibilities  (Job Responsibilities) :

  • Manage field maintenance technicians to achieve goals within budgeted funds and available personnel, assist in planning and organizing workloads and staff assignments, review progress, manage performance and ensure staffing, implement changes in priorities and schedules as directed to assure work is completed in an efficient and timely manner, including closure of MAXIMO work orders.
  • Coordinates work assignments of assigned personnel to achieve routine and preventative maintenance and to reduce maintenance and facility costs, including developing programs, tracking work and evaluating progress and savings.
  • Assist in development of short- and long-range plans, goals and objectives. Remains current on developments in the field. Assists in the coordination of department services with other departments, governmental agencies, and customers.
  • Assist in developing figures and providing items for capital and operation budgets based on staffing and resources requirements, cost estimates, and objectives and goals. Assists in monitoring and documenting expenditures and cost allocations, assuring compliance with approved budget and staffing levels.  Initiate Major Maintenance job numbers and request Capital job numbers for region projects and ensure corporate and regional authority limits and procedures are followed.
  • Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets and employees, and the public.
  • Ensure compliance with L-O&M procedures and regulatory items managed through MAXIMO and OPSINFO.
  • Develop and manage maintenance procedures for Butane and PSM requirements, work closely with Butane scheduling, and manage Butane blending offsets as directed by product quality sampling.
  • Maintain audit preparedness and participate in PSM audits, track AAT items and ensure they are closed in a timely manner and work with the PSM group to maintain compliance with PSM equipment.
  • Manage Summer Maintenance work, contractor identification, bidding, and procurement requests, document in logbooks and upload into MAXIMO, procure Summer Maintenance parts.
  • Manage programs and ensure compliance, such as Vibration Analysis and repairs, Swagelok Fitting and hose inspection, VRU / VCU service.
  • Manage and verify PLC updates as required for uninterrupted operation and work with the automation group to identify software and hardware items for updates / upgrades.
  • Coordinate, prepare and maintain various reports, records, diagrams, and documents concerning maintenance and operations issues, safety, regulatory compliance, and assigned personnel.
  • Serve as MAXIMO Superuser / SME, make updates and maintain MAXIMO work orders and preventive maintenance tasks.
  • Manage spare parts, bench stock, storehouse stock, and capital spares. Identify critical spare items and manage inventory to ensure items are available and in stock.
  • Maintain readiness to respond to emergencies on a 24 / 7 basis.
  • Monitor employee training requirements and provide classroom training to maintain compliance with KM and regulatory procedures.
  • Other duties as assigned.

Position Requirements

Minimum requirements :

Education :

  • High school diploma or equivalent required.
  • A Bachelor of Science degree in Management or Engineering or other technical field preferred or equivalent professional experience.
  • Experience / specific Knowledge :

  • A minimum of 5 years, well-rounded experience in terminal or pipeline operations is highly desirable and should include specific working experience with Products Movement, mechanical maintenance, lead responsibilities, and ideally, familiarization with legal and environmental requirements affecting terminal and / or station activities. Should be able to demonstrate effective use of time management in order to properly identify priorities and to ensure that all job requirements are satisfied.
  • Able to read and understand electrical schematics and ladder diagrams, mechanical drawings, aerial strip maps and maintain as-built drawings for them.
  • Experienced with installation, maintenance, and repair of refined petroleum products pipeline systems and equipment for station and terminal operations (experienced technicians).
  • Knowledge of occupational hazards and required safety precautions, DOT requirements including those related to calibration and maintenance records, safety inspections and reports.
  • Excellent work ethic, self-motivated and assertive style.

  • A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.

  • Communicate effectively in English, both orally and in writing, including as such relates to technical issues pertaining to area of responsibility.

  • Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook.
  • This position requires considerable skill in dealing with a wide range of authority levels, both inside and outside the organization. Internal contacts include all regional personnel, Alpharetta Office employees, senior management, shipper representatives, military contact, governmental agency personnel, city officials, outside contractors, etc.
  • Well-balanced interpersonal skills and strong verbal and written communications skills are required.
  • Must be accountable and take direction from Managers, keep required work schedules, focus attention on details, and follow work rules.
  • Organizational skills and the ability to prioritize tasks are essential.

  • Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state, or federal agencies and / or Company Policy.
  • Exposure to smells and fumes associated with refined petroleum products.
  • Working Conditions :

  • Position subject to use of cell phone for 24-hour call-out and call-back and may require extended periods of overtime.
  • Must be ready to respond at any hour of the day or night to emergency situations and participate as required with emergency response (integrated contingency plan) activities. This includes being in possession of required equipment and tools, designated forms, policies, regulations, and manuals.
  • Position may require prolonged periods of sitting to accomplish administrative duties (reading / reviewing documents, writing, typing and / or operating a computer, using the telephones, etc.) Occasional periods of bending, squatting, lifting (Up to 50 lbs), or climbing are required and would more often be associated with activities taking place outside the office. Extended driving and / or walking could also occur, especially to remote locations and / or booster stations. Occasional overnight travel required.
  • Much of the typical workday is spent in an office environment, though this may change, depending upon the location assignment. For work performed out of doors, weather conditions vary and can be extreme, depending upon location assignment and may include severe seasonal changes which are primarily influenced by geographic location.
  • Position requires exposure to some refined oil products that contain chemicals which may be related to certain types of illnesses or reproductive toxicity. Some emit vapors under certain conditions, are flammable and may be explosive under certain circumstances.
