The Manager, Emergency Medical Services (MEMS), will manage the operational functions of the Harris Health Emergency Medical Services program, working in tandem and through Field Supervisors. The MEMS works closely with the Director, EMS, on short and long-range budget preparation, development of operational structure and staffing, projection of needs, service expansion and delivery, and overseeing daily operations through intervening supervisors. This position works independently, under limited supervision, reporting major activities through periodic meetings.
The MEMS is also accountable for the operational, human resource, quality and financial management of the EMS program. This Manager works with leadership to develop goals and plans to meet the needs of Harris Health patient transportation. The MEMS leads implementation and evaluations related to meeting the departmental goals and plans. This role provides oversight to ensure coordination of care, quality management, regulatory and accreditation requirements are congruent with executed contracts and policies and protocols. The MEMS has the authority to make operational and human resource decisions relevant to the department in collaboration with the Director. Decisions must be consistent with the system and departmental policies, protocols, standers and other Executive Leadership guidelines.
Minimum Qualifications
Degrees :
Bachelor's degree in Nursing, Healthcare Administration, Public Health-related field or Business Administration required
Licenses & Certification :
Emergency Medical Tech - Paramedic licensed in the State of Texas required
American Heart Association Certifications - Healthcare Provider CPR, Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS)
Work Experience :
Five (5) years in Emergency Medical Service department
Management Experience :
Two (2) years Combined charge nurse, supervisory responsibility or management experience required
Communication Skills :
Exceptional Verbal (, Public Speaking)

Language Skills : Bilingual preferred
