This position is responsible for developing and implementing policies and practice directly related to increasing permanency for children under the guardianship of the Minnesota Department of Children, Youth, and Families and children placed with relative custodians under a kinship placement agreement.

This position provides oversight of data regarding children under state guardianship, Adoption and Foster Care Analysis and Reporting System (AFCARS) reporting, Social Services Information System data, reviewing court and/or county agency documentation regarding children under state guardianship and management of state adoption records for children under guardianship. This position administers both the Northstar Adoption Assistance and Kinship Assistance programs and must ensure the programs are in compliance with state and federal laws.

Responsibilities include:

• Discharge the commissioner's responsibility in fully executing the Adoption Placement Agreement and review of the Kinship Placement Agreement.
• Discharge the commissioner's responsibility in approving or denying Northstar Adoption and Kinship Assistance eligibility determinations, and Northstar Adoption and Kinship Assistance benefit agreements.
• Provide direct customer support to county and Tribal agencies, and licensed child caring and placing agencies; training and technical assistance to county and Tribal social service agencies and licensed child caring and placing agencies regarding children under the guardianship of the commissioner of the Department of Children, Youth, and Families. In addition, this position addresses the complex inter-relatedness of financial and social service issues with families, county and Tribal agencies, along with other service providers.
• Maintain policies, procedures, and resources as they relate to the program.
• Perform other duties and assume other roles as assigned by supervisor or manager.

Minimum Qualifications

Three (3) years of experience working in a permanency or child welfare agency/setting/field.

Applicants who meet the above experience requirements may be further evaluated based on the following during the interview process:

• Ability to communicate professionally and effectively in person, writing, and via phone to provide technical assistance to county/tribal social services agencies, child placing agencies, and other stakeholders.
• Knowledge of state and federal laws, including the Indian Child Welfare Act and Minnesota African American Family and Child Welfare Disproportionality Act as they pertain to permanency and child welfare; application process, eligibility criteria or administrative operations of permanency and/or child welfare.
• Ability to understand, analyze, and interpret federal and state laws as they pertain to permanency.
• Knowledge of the state's responsibility regarding the safety, permanency, and well-being of children under guardianship of the commissioner and children placed with relative custodians under a kinship placement agreement.

A Bachelor's degree in Social Work or a related field may substitute for 12 months of experience OR A Master's degree in Social Work or a related field may substitute for 18 months of experience.

Preferred Qualifications

• Two or more years of experience working at a county or Tribal social services agency
• Knowledge of Minnesota Chapters 259A, 260C, and 142A statutes.
• Working knowledge of disparities with child welfare, placement of children, and permanency in Minnesota.
• Experience with analyzing data and synthesizing it into reports for various stakeholders.
• Variety of experiences working effectively with others from different backgrounds and cultures.
