Serves as Director within ODR&R with responsibility for the integrity, implementation, and continuous improvement of loan processing systems and controls to ensure compliance with quality standards, prudent lending practices, and stewardship of public funds, including corrective actions in response to audits.
Leads the development and implementation of policies, criteria, guidelines, and standard operating procedures for SBA disaster loan programs and the Shuttered Venue Operators Grant (SVOG).
Monitors nationwide disaster activity, analyzes impact and recovery needs, and coordinates with the Chief Financial Officer (CFO) and partners to produce accurate data analytics, forecasts, and reports to support operational planning.
Provides strategic direction on operational and staffing requirements, including scalable and surge operations, to ensure efficient field deployment.
Directs coordination across SBA offices to align operations, strategic planning, and performance with Administrator priorities; establishes goals and assigns work to subordinate offices, ensuring accountability for results.
Reviews and analyzes proposed legislation affecting disaster lending and SVOG; supports implementation of new statutory requirements in coordination with ODR&R leadership, CFO, Office of General Counsel, and other stakeholders.
Oversees compliance with risk management practices, loan fund activity, recovery and recoupment efforts, and supports budget planning, supplemental funding requests, and personnel requirements.
Exercises delegated loan-making authority within established limits and ensures consistent application of lending policies balancing customer service, quality control, and fiscal responsibility.
Builds and maintains partnerships with SBA regional and district leadership and external stakeholders (federal, state, local, tribal, and private sector) to support disaster preparedness and program delivery.
Oversees management of the Processing Disbursement Center (PDC) facility in Fort Worth, TX, including space, procurement, budget, and administrative operations, ensuring compliance with federal and SBA requirements and cost efficiency.
Plans and implements disaster program closeout activities, including timelines and resource coordination.
