MAJOR FUNCTIONS

PARKS MAINTENANCE WORKER I

This is routine unskilled light and heavy manual labor work in parks and buildings. Employees in this class are responsible for the satisfactory performance of construction and maintenance activities involving manual labor.

PARKS MAINTENANCE WORKER II

This is semi-skilled work in the maintenance, repair, and construction of park facilities. Employees in this class perform a variety of tasks of a light to moderately heavy nature which are necessary to properly maintain and operate public parks, playgrounds, and other facilities. All work is done according to prescribed departmental policies, rules and regulations. Regular and special assignments are outlined by a superior who reviews work through personal inspection.

PARKS CARETAKER I

This is manual labor work involving skills in various ground maintenance and construction tasks in County Parks. Employees in this class perform laborious tasks requiring acquired skills in the use of hand tools, power tools, and equipment, trucks and tractors for the maintenance of park facilities and grounds. Duties include removing, cleaning adjusting and lubricating mechanical equipment and assisting tradesmen in a variety of repair and construction projects. Employees in this class are responsible for the upkeep and efficient operation of the tools or equipment used. Instructions are received orally or in written form and routine tasks are performed with considerable independence, more difficult work is performed under the supervision of a Parks Caretaker II or skilled craftsman. Employee may be required to perform as a crew leader for subordinate staff.

PARKS CARETAKER II

This is manual labor work involving advanced skills in various ground maintenance and construction tasks in the County Parks. Employees in this class perform tasks requiring advanced acquired skills and may perform as lead workers on a regular basis. Duties include all types of grounds maintenance, athletic field maintenance, janitorial tasks and field supervision of staff. Duties may also include performing highly skilled work in irrigation maintenance / installation. Supervision is received from an administrative supervisor who reviews work for timely completion, efficient use of manpower, equipment and materials, and quality workmanship.

ILLUSTRATIVE DUTIES

PARKS MAINTENANCE WORKER I

Performs a variety of manual labor tasks not requiring specialized knowledge and skills. Cleans and sanitizes park buildings and restrooms. Cuts grass, pulls weeds, rakes, edges sidewalks, trim hedges. Digs holes and trenches, plants trees and plants. Loads and unloads materials, removes litter, cleans vehicles and equipment. Operates pick-up trucks, chain saws, lawn mowers, weed eaters, pressure washers and other small equipment.

PARKS MAINTENANCE WORKER II

Performs a variety of park maintenance work not requiring the skilled performance of a given craft or trade including repair of buildings, tables, and barbeque grills. Applies fertilizer, pesticides and herbicides using hand operated applicators. Installs and repairs chain link fence. Assembles and repairs bleachers, picnic tables, and other park furnishings. Removes litter and empties trash containers. Assists in athletic field maintenance, irrigation repairs and installation. Performs janitorial tasks. Operates various types of power tools and small equipment and less complex grounds keeping equipment.

PARKS CARETAKER I

Perform labor activities such as : laying sod, planting trees / plants, fertilizing, trimming, edging, mowing, cleaning restrooms, removing trash, straightening / installing signs, digging, raking, etc. Installs, repairs, maintains irrigation components, including sprinkler replacement and adjustment, minor piping and valve box repairs. Installs and repairs various types of playground equipment. Constructs, repairs, installs, maintains bleachers, picnic tables, benches, etc. Repairs, constructs, maintains athletic fields (i.e., baseball, softball, football, soccer, etc.) utilizing a transit for layout and various other types of equipment to accomplish required results.

Operates power mowers, saws, edger, concrete mixers, trenchers, forklifts, tractors with various implements, small and medium loaders, flatbed dump trucks, utility vehicles and various other light and medium duty power machinery and equipment typically used in grounds maintenance operations. Loads and transports debris, materials, supplies and equipment. Washes, cleans, lubricates, adjusts and provides routine maintenance for assigned equipment. Performs routine maintenance. Prepares athletic fields for league and tournament use. Assists in special event preparations in various parks. Cleans park restrooms, pavilions and picnic facilities. Removes litter and debris from park areas. Operates heavy construction equipment on a temporary, emergency or trainee basis. Additional related duties and responsibilities may be assigned as deemed appropriate by an administrative supervisor.

PARKS CARETAKER II

Perform labor activities such as : laying sod, planting trees / plants, fertilizing, trimming, edging, mowing, trash removal, straightening / installing signs, digging, raking, etc. Clean and sanitizes restrooms, picnic shelters, pavilions and other park buildings. Perform athletic field maintenance tasks such as : chalking / painting lines; ball field layout; edging and leveling clay areas; installing bases; repairing / constructing pitchers mounds; hand and machine dragging of clay areas; aerating, verticutting and top dressing of turf areas. Performs enhanced turf maintenance tasks such as application of fertilizers and pesticides. Loads and unloads materials, supplies, and equipment; removes litter and empties trash containers; cleans vehicles and equipment. Performs facility safety inspections and maintains perpetual inventory of onsite chemical storage.

Operates pick-up trucks, one-ton trucks, flatbed dump trucks, five yard dump trucks, truck and trailer combinations, utility vehicles, ZTR mowers, reel mowers, and heavy duty tractors with attachments, light and medium duty loaders, forklifts, trenchers, chain saws, string trimmers, edgers, sod cutters, pressure washers, concrete saws and various other types of small and medium duty equipment.

Operates, repairs, installs irrigation systems. Assembles and repairs bleachers, picnic tables, all types of fencing and other park furnishings.

Additional related duties and responsibilities may be assigned as deemed appropriate by an administrative supervisor.

KNOWLEDGE, ABILITIES AND SKILLS

PARKS MAINTENANCE WORKER I

Ability to perform unskilled labor work, lift a minimum of twenty-five (25) pounds and a maximum of fifty (50) pounds occasionally. Ability to perform various labor tasks in all weather conditions and environmental situations. Ability to follow instructions. Ability to learn the use of tools and equipment assigned. Ability to learn the occupational hazard and safety precautions applicable to laboring tasks. Ability to wear common safety equipment. Ability to perform basic mathematical functions, read and understand written work orders and instructions and write simple reports. May be required to change primary reporting site for short- or long-term assignments. Must be capable of working various schedules for short- or long-term assignments. Ability to use basic computer software and learn use of Computerized Maintenance System program.

PARKS MAINTENANCE WORKER II

Must have successfully completed initial probationary period, including all training requirements for Parks Maintenance Worker I. Ability to perform unskilled and semi-skilled manual labor. Ability to use common tools and equipment as well as the occupational hazards and safety precautions applicable to laboring tasks. Ability to follow instructions and concentrate on assigned tasks. Ability to understand, follow and complete oral and written instructions. Ability to lift a minimum of twenty-five (25) pounds and a maximum of fifty (50) pounds occasionally. Ability to read and understand written instructions and keep simple records. Ability to add, subtract, multiply, and divide in units of measure. Ability to use multi-hand and foot controls. Ability to work in all weather and environmental conditions. Ability to wear common safety equipment. Ability to learn proper use of pesticides and herbicides. Ability to act as a lead worker and trainer when assigned to work with Parks Maintenance Worker I staff. May be required to work various schedules for short- or long-term assignments. Ability to use basic computer software and Computerized Maintenance System program.

PARKS CARETAKER I

Knowledge of the operation, maintenance, and proper use of grounds maintenance equipment. Knowledge of the occupational hazards and necessary safety precautions applicable to labor and grounds maintenance work. Ability to operate vehicles and truck / trailer combinations requiring a Class B CDL license. Ability to operate power tools and equipment used in building and grounds maintenance. Ability to operate tractors, rollers, loaders, forklifts, and other similar equipment. Must be capable of lifting a minimum of twenty-five (25) pounds on a regular basis and fifty (50) pounds occasionally. Must be capable of wearing and using routine safety equipment (vehicle safety belt, safety glasses, respirators, hard hats, etc.). Ability to perform job tasks in all weather conditions.

Ability to understand, follow and complete oral and written instructions. Ability to read and complete simple reports. Ability to perform basic mathematical functions (add, subtract, multiply and divide). Must be capable of working various schedules for short- or long-term assignments. Ability to operate vehicles and truck / trailer combinations requiring a Class B CDL license. Ability to operate power tools and equipment used in building and grounds maintenance operations. Ability to operate tractors, mowers, loaders, forklifts, and other similar types of equipment. Ability to perform basic mathematical functions (add, subtract, multiply and divide). Ability to use basic computer software and Computerized Maintenance System program.

MINIMUM QUALIFICATIONS

PARKS MAINTENANCE WORKER I

No experience needed.

Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.

PARKS MAINTENANCE WORKER II

Must have six (6) months experience in park system maintenance or related field and have met the mandatory training requirements of a Parks Maintenance Worker I as defined by the Division.

Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification. A comparable amount of training and related experience may be substituted for the minimum qualifications.

PARKS CARETAKER I

Must have a minimum of an eighth-grade education and one (1) year experience in grounds maintenance or related work and have met the mandatory training requirements for Parks Maintenance Worker I.

Must possess a valid Florida Class B CDL with air brake endorsement at the time of application within this classification.

A comparable amount of training and related experience may be substituted for the minimum qualifications with the exception of the required license.

PARKS CARETAKER II

Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of three (3) years' experience in grounds and park maintenance or related work and have met the mandatory training requirements of a Parks Caretaker I as defined by the Division.

Must possess a valid Florida Class B CDL with air brake endorsement as the time of application for this classification.

A comparable amount of training and related experience may be substituted for the minimum qualifications with the exception of the required licensure and certifications.

SPECIAL REQUIREMENTS

PARKS CARETAKER II

Must have Trenching & Excavation Competent Person certification in accordance with current OSHA regulations.

Must have a current Florida Ornamental and Turf Pest Control license.

Successful completion of at least one safety / hazard recognition course as provided by the County OED division or equivalent training.

These positions shall be required to report for work as directed when a declaration of emergency has been declared in Polk County.

SPECIAL PREFERENCES

Some experience in the use of transits, chain link fence instructions, turf management, athletic field maintenance and / or landscape maintenance.
