Classification Description Summary
SUMMARY : The Budget Manager manages, directs, and supervises the division and staff and activities in preparation of the annual operating budget and for performing high level research and budget analyses; develops and coordinates the annual operating budget process and calendar; ensures calendar, policies, and practices adhere to City and state requirements; coordinates strategic planning and performance measurement information; provides and coordinates departmental support in preparation for quarterly reviews between departments and senior management; and provides analysis and results for performance measures.
Distinguishing Characteristics : The Budget Manager completes special assignments that are broad in scope, requiring considerable use of independent judgment and initiative in making difficult technical decisions. This class is distinguished from other classifications by its responsibility for the overall process and increased level of technical skills needed to perform assigned duties.
Supervision Received and Exercised : Work may be reviewed upon completion to ensure compliance with general organizational goals, strategic plans, and policies; autonomy is granted at the departmental level; work is subject to the organizational strategic plan, Council-level policies, and accepted professional standards. Major work activities are covered by broad guidelines and executive directives permitting flexibility in selecting methods, procedures, work priorities, and the planning and coordination of programs or projects. This position exercises supervision, guidance, and oversight to other positions.
Essential Functions

Manages, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.Coaches, trains, and motivates staff; coordinates and / or provides staff training; manages the employment and hiring process and employee relations for assigned area; manages the workflow and prioritization of assigned projects and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops or assists with developmental work plans for staff; and makes recommendations and / or implements corrective actions, discipline and termination procedures as appropriate / necessary or as directed.Manages, administers, maintains, and oversees assigned budgets including making recommendations to the annual budget; monitors expenditures and identifies needs; reviews and approves reports, purchases, and payments according to established policies and practices; and makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies.Provides operational leadership to assure standards are met for productivity, efficiency, continuous quality improvement, customer satisfaction and teamwork; performs work within scope of authority and training, and in compliance with policies and quality standards; monitors assigned operations and assures compliance with federal, state, and local regulations and policies; interprets policies and procedures and assures the consistent application of rules and regulations; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; and incorporates new developments as appropriate and assigned.Communicates with other City departments and management on budget and special projects; coordinates and delivers presentations one-on-one, in small groups, and in large venues.Prepares written documents including the Executive Budget Plan and narrative summaries with clearly organized thoughts and using proper sentence construction, punctuation, grammar, and computer format in order to inform decision makers of current status.Reviews the work products of others to ensure compliance with standard operating procedures and City ordinances and management direction; inspects, monitors, and / or evaluates budget guidelines, budget data, and management / council direction.Prepares and / or updates schedules, graphs, and charts in order to inform decision makers.Plans, organizes, and directs the activities of the budget preparation and provides guidelines to assigned departments.Resolves procedural, operational, and other work-related problems by meeting with peers involved in projects and identifying issues and determining direction; coordinates work activities, program functions and other tasks regarding budget with other City departments.Develops departmental and unit policies and procedures, short- and long-term objectives, and establishes guidelines.Performs mathematical calculations, statistical computations, financial and cost analysis, and budget and forecasting; assists in preparing department and other budgets; prepares budget guidelines.Performs other duties as required.Minimum Qualifications
MINIMUM QUALIFICATIONS :
Combinations of education and experience that are equivalent to the following minimum qualifications are acceptable.
Education and Experience :
Bachelors degree from an accredited college or university in Accounting, Finance, Business Administration / Management, Public Administration, or a related field; five years of experience accounting, auditing, budgeting, or closely related financial activity.
Required Licenses or Certifications :
Must possess a valid driver's license or otherwise demonstrate the ability to independently get to and from multiple work locations as required.COMPETENCIES :

Physical Demands and Working Environment :
