Position Summary
The Project Management Office (PMO) Manager plays a critical role within the Programs Office at Oceaneering (OII) Marine Services Division (MSD). This position is responsible for defining and maintaining project management standards while promoting consistency, efficiency, and the application of lessons learned across projects. The PMO Manager collaborates closely with Project Managers to guide them through the five core process groups-initiating, planning, executing, monitoring, and controlling, and closing-and supports all ten Project Management knowledge areas, with a particular emphasis on Scope, Schedule, Cost, and Risk Management. By identifying risks, tracking project performance, analyzing resource demands, and ensuring clear communication, the PMO Manager helps drive successful project execution.
In addition to supporting active projects, the PMO Manager supervises a project support team focused on Schedule Management, Contract Deliverables, and Project Executive Program Reviews. This role also serves as a resource for project documentation and metrics while using various tools to achieve Project Management objectives. A key aspect of the position involves training Project Managers in foundational Project Management principles, ensuring they are equipped to deliver high-quality results aligned with organizational goals.
Duties & Responsibilities
The Project Management Office (PMO) functions within the Programs Office with responsibilities that include, but are not limited to, the following :
- Establishes and maintains a standard set of practices, processes, and templates for managing project consistently and efficiently to reduce project related risk and costs.
- Monitors and reports on compliance to ensure the organization adheres to agreed policies.
- Develops and delivers project management capability across the organization to reduce project related risk.
- Use tools and metrics to evaluate project and program performance, ensuring that corrective actions are taken as necessary.
- Develops and Delivers Project Manager training.
- Conduct Project Schedule Management.
- Assists Finance Department with Earned Value metrics.
- Supports project cost management, forecasting and document control for multiple projects.
- Oversees Marine Services Division Lessons Learned process and Lessons Learned Portal.
- Oversees the risk management process and identifies potential risks and issues across programs and develops effective mitigation strategies.
- Analyzes and reports project progress and manpower requirements.
- Assists with schedule analysis, understanding critical schedule implications and ensuring information is disseminated in a timely manner.
- Maintaining applicable Process Instructions for Project Management, Schedule Management and Risk Management.
- Administers Lessons Learned program through the project lifecycle, coordinating continuous improvement.
- Coordinates external project management training as required to facilitate project management goals of business unit.
- Oversee the various program(s) portfolio, including scheduling, resource allocation, and budgeting.
- Provide support and recommendations to senior leadership regarding program strategy, resource needs, and prioritization.
- Works with Schedulers and Cost Accountant Managers to improve standardized project schemes for development of schedules, Work Breakdown Structures (WBS) and schedule health assessments.
- Coordinates standard meetings for each project, establishing standard formats for presentation of project data.
