The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. Duties

The United States Capitol

Police post academy Field Training Program (FTP) is designed to support and

complement the training provided by the USCP Training Services Bureau. The FTP

delivers a curriculum merging academic instruction with operational activities

to validate critical skills required of USCP police officers. The FTP training

is delivered by Field Training Officers (FTOs) assigned to operations within

the Uniformed Services Bureau. Probationary officers are carefully supervised

and evaluated throughout the process to maximize exposure to the tasks required

of police officers.

As a Field Training Officer (FTO), you will :

Provide on-the-job training

to new officers immediately following graduation from the United States Capitol

Police Training Academy. Responsibilities include providing direction to a new

officer in daily operations and related field operations and various facets of

police service within the congressional community. FTOs provide field and

scenario-based training, ensuring that the probationary officer experiences

different facets of police work.

Evaluate and advise on the

trainee's progress by observing performance of the trainee and preparing

observation reports. Evaluate the trainee's handling of assignments and

documentation of incidents / events. Identify deficiencies of individual trainees

and collaborate with the FTP Sergeant(s) and Division Coordinator to develop

and implement a remediation plan to assist the trainee in successful completion

of field training.

Evaluate training materials

for currency, applicability, and technical accuracy. Research and evaluate the

validity and pertinence of course materials and determine the most effective

methods and procedures for organizing training materials that provide adequate,

clear and detailed coverage of law enforcement subjects.

Collaborate with the FTP

Sergeant and Division Coordinator to develop training books covering the law

enforcement functions and procedures of the Division; determine pertinent

issues and collect relevant information from a variety of sources; and review

information and apply standard analytical techniques.

Requirements

Conditions of Employment

Must be a current USCP Officer below the rank of Sergeant and have successfully attained the rank of Private First Class (PFC) by the closing date of this announcement.

Qualifications

1. Must be a current USCP Officer below the rank of Sergeant and have

successfully attained the rank of Private First Class (PFC) by the closing date

of this announcement.

2. Must be assigned to the Uniformed Services Bureau.

3. Must not be in restricted leave status as of the closing date of this

announcement.

4. Must be in full and unrestricted duty status as of the selection date

unless otherwise authorized by law (e.g., performance of duty injury, Family

and Medical Leave Act (FMLA), or Uniformed Services Employment and Reemployment

Rights Act (USERRA)).

5. Must not have disciplinary actions for the last 3 years.

All eligibility requirements must be met by the closing date of the vacancy

announcement.

There is no education substitution for experience in this series and / or grade.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under each phase to be considered in subsequent phases. Phase I : Initial Qualification and Unscheduled Leave Review - The Office of Human Resources (OHR) will conduct an eligibility factor review as outlined in this vacancy. Phase II : KSA Assessment- Knowledge, Skills and Abilities will be evaluated by an appointed assessment panel including resume review. Phase III : Structured Interview - Candidates will be scheduled for an oral interview. Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and / or disciplinary matters, which will be made known to the selecting official. Prior to making his / her selection, the selecting official shall review any available Department documents, to include application documents and each candidates' complete career disciplinary record, results of selection process phases, and may, at their discretion, conduct interviews if necessary, with all recommended candidates. The selecting official may, at his / her discretion, not select a recommended candidate for reasons such as : 1. Substandard performance; 2. Serious sustained misconduct; and / or 3. Pending investigatory and / or disciplinary matters internally or externally. All aspects of the process are subject to the Department's legal review. All final recommendations are subject to final approval of the Chief of Police.
