PRIMARY DUTIES & RESPONSIBILITIES

Hiring salary : $26.42 - $33.03 / hour

Salary to be commensurate with experience

PRIMARY DUTIES AND RESPONSIBILITIES :

  • Balances, reconciles, validates, and processes payroll changes including unemployment claims
  • Maintains employee payroll master files; makes tax deposits and compiles year-end changes
  • Processes and / or reviews fiscal source documents; computes and compiles figures for payroll reports
  • Corrects payroll-related accounting records
  • Ensures accuracy of transactions entered into payroll system
  • Creates and maintains databases and spreadsheets to be used in financial management report analysis
  • Collects and analyzes data, and makes recommendations to City staff and management
  • Maintains Fire and Police Pension Association accounts
  • Provides guidance and support to departments regarding payroll, state, and federal tax issues
  • Ensures accuracy of transactions entered into payroll system
  • Makes recommendations and changes required to payroll processing and payroll system as requested to meet needs of City, federal, and state requirements
  • Completes special projects and reports as required on payroll functions and state / federal tax regulations
  • Serves as lead worker of assigned employees
  • May maintain payroll parameters and supervise overall operations and master payroll functions in absence of Payroll Administrator
  • Performs additional duties as assigned
  • MINIMUM QUALIFICATIONS & WORKING CONDITIONS

    Education :

  • Bachelor's Degree in accounting, business administration, or directly related field.
  • Experience :

  • At least 3 years' payroll system administration including experience in computerized municipal payroll systems.
  • Knowledge :

  • Knowledge of the principles, practices, and procedures of payroll administration; federal, state, and local practices, laws and regulations pertaining to payroll systems and taxes; payroll reporting procedures; computerized accounting systems; and personal computers including word processing, database, graphic, and spreadsheet software applications.
  • Abilities :

  • Ability to establish and maintain effective working relationships with employees and citizens; communicate effectively both verbally and in writing; perform a variety of accounting functions and activities; maintain accurate financial and statistical records; and maintain confidentiality of sensitive information related to payroll issues.
  • Skills :

  • Strong interpersonal and technical skills. Skill in operation of computers including spreadsheet design, database programming, and word processing software applications.
  • LICENSES OR CERTIFICATES REQUIRED :

  • Certified Payroll Professional (CPP) preferred.
  • EQUIPMENT REQUIRED :

  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
  • WORKING CONDITIONS :

    Physical Demands : Primarily sedentary physical work requiring ability to lift a maximum of 10 pounds; occasional lifting, carrying, walking, and standing; frequent hand / eye coordination to operate computer and office equipment; vision for reading, recording, and interpreting information; frequent speech communication, hearing and listening to maintain communication with employees and citizens.

    Work Environment : Works primarily in clean, comfortable environment.

    Equipment Used : Frequently uses computer and calculator.
