Responsibilities
The physical worksite for this position is located in Alexandria, Virginia. This position is eligible for telework under the Situational Telework Program per agency and business unit discretion / policy. If selected for an interview, applicants are encouraged to discuss telework options and eligibility specific to the position in which they applied with the hiring manager. It is desired that the incumbent has or be able to obtain and maintain their Delegated Examining (DE) Certification. (Current DE certificate must be submitted with application if currently certified). This position is located within the Office of Human Resources, Patent Examining Hiring and the Patent Business Office Divisions.

- You have experience preparing recruitment materials, including position descriptions (PDs), job analyses, job questions, job opportunity announcements (JOAs), and certificates.
- You have excellent coding and processing skill set to process SF-52s, personnel action requests and all documentation relative to entrance-on-duty (EOD) using the appropriate Human Resources Information Systems.
- You have experience determining eligibility and qualifications and facilitate rating processes.
- You're up for a challenge by participating in special assignments in the classification and staffing areas such as delegated examining audits and / or data cleanup efforts.
- You're a collaborative relationship builder who can provide consultative advice in the areas of recruitment, placement, position classification, and position management in line with the Strategic Human Capital Plan (SHCP) of the USPTO, OHR, and Business Units.
- You're committed to establishing and maintaining a collaborative partnership with hiring managers in assigned business units to include providing sound advice and guidance to managers and supervisors regarding reorganizations, functional changes, and personnel changes.
- You have experience preparing and presenting reports and briefings on assigned organization / unit status and / or recommended actions to appropriate individuals.

Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and / or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Administrative and Management Positions.
Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
Specialized Experience for this position includes :
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education Education may not be substituted at the GS-12 or GS-13 grade levels.
Additional Information Time-in-grade / band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade / band.

This is a Non Bargaining Unit position. This is a Public Trust position and has a risk level designation of "moderate".
