About the Position

Under direction, serves as field patrol team supervisor on an assigned shift; leads investigative or administrative services functions when assigned; performs related duties as required.

CLASS CHARACTERISTICS

The Police Sergeant is distinguished from Police Lieutenant who serves as Watch Commanders or has responsibility for the Investigative Division. Incumbents are distinguished from Police Officers in that they do not regularly perform routine patrol and traffic work or do other entry level police work.

SUPERVISION RECEIVED

Works under the general direction of a Police Lieutenant.

SUPERVISION EXERCISED

Supervision is exercised directly over professional, technical and clerical staff.

Examples of Essential Functions

The following functions are typical for this classification. The incumbent may not perform all of the listed functions and / or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Deploys and supervises a team of police officers in patrolling their assigned beats; conducts roll call, roll call training and gives special orders and instructions for the shift. Makes special assignments as appropriate. Makes inspections of personnel and equipment.

Advises and responds to questions of subordinate personnel in receiving complaints and handling requests for police assistance. Dispatches and deploys patrol cars in response to emergency calls. Responds to scenes of crimes, emergencies and accidents and backs up officers requiring additional support.

Reviews all reports; confers with officers regarding arrests and specific charges; testifies in court as needed.

Facilitates community relations to achieve positive interaction and understanding with the public; meets with and gives presentations to the general public, civic groups, school officials and business professionals on law enforcement matters; investigates and responds to citizen complaints.

Supervises, trains and evaluates Police Department personnel in accordance with City regulations and in conformance with State and Federal law; investigates personnel problems; assists in the selection and discipline of subordinate personnel; maintains effective department discipline and morale.

Coordinates the activities of the Police Department with other law enforcement agencies; establishes and maintains cooperative working relationships with other law enforcement agency staff; prepares reports and information to State and Federal authorities and to other law enforcement agencies.

May lead a detective team in the in the Investigation Division in the investigation of criminal and civil matters; performs the more difficult and complex assignments requiring specialized knowledge; interrogates witnesses, suspects and complaints; searches for and preserves physical evidence; appears in court, as needed; may act for Division Commander, as needed.

May supervise and participate in planning and research functions of the Administrative Services Division; plans and conducts personnel functions of applicant screening, administering tests, participating on oral boards and conducting background investigations; supervises the property and evidence system.

May supervise the Traffic Bureau which includes the traffic team and parking enforcement. May relieve Watch Commander, as needed.

Minimum Qualifications

Education and Experience

Requires an Associate of Arts degree (A.A.) or 66 semester units from an accredited college or university in police administration, business administration or closely related field and a minimum of five (5) years of sworn law enforcement experience, including two (2) years with the South Gate Police Department at the closing date of the position.

License & Certification Requirement

Possession of an Intermediate Peace Officer Standard and Training Certificate is required. Possession of a California Class C driver's license and a satisfactory driving record is also required.

Knowledge, Skills, and Abilities

Knowledge of the organization, operation, rules and regulations of the Police Department; knowledge of the principles of police science and administration including traffic control, crime prevention and juvenile delinquency; knowledge of the rules of evidence, laws governing the custody of prisoners, laws of arrest and court procedures; knowledge of criminal investigation. Ability to effectively deploy and evaluate the work of police and technical personnel; ability to gather, assemble, analyze and evaluate facts and evidence; ability to obtain valid information by interrogating; ability to interpret rules of evidence pertaining to search and seizure and preparation and presentation of evidence in criminal cases; ability to lead and train personnel; ability to become competent in a specialized field of law enforcement, as assigned by administrative personnel. Knowledge of and ability to demonstrate participation in the Community Policing Philosophy.

Ability to : plan and coordinate the work of Police activities; effectively deploy, train, motivate and evaluate the work of police, technical and clerical personnel; facilitate efforts between the business community, residential community and the Police Department; make effective presentations before groups; analyze data and generate clear, concise and valid reports; interpret rules of evidence pertaining to search and seizure; establish and maintain effective work relationships with others; interact tactfully, effectively and sensitively with City officials, officials and staff of other agencies, community organizations and their leadership, the media and especially the public; understand and be sensitive to the needs and concerns of ethnic and cultural groups in the City; evaluate sensitive situations quickly and initiate appropriate action to diffuse situations and / or resolve problems.

California Department of Motor Vehicle (DMV) Pull Notice System

An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of South Gate. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.

  • Application Review : Those candidates who meet the minimum qualifications will be invited to participate in the next phase of the selection process that will consist of a written examination (individuals who require reasonable accommodation to participate in any phase of the selection process must make such request during the application process by notifying the Human Resources Office).   • Candidate Orientation : Police Officers applying for Police Sergeant are invited to attend an informational meeting on Thursday, January 30, 2025, at 2 : 00 p.m. in the South Gate Civic Center, Main Hall (Human Resources Building). The Police Sergeant examination process will be discussed at this meeting. Attendance at this meeting is not required in order to apply for or participate in the selection process but is highly encouraged.
  • Written Examination (25%) : The written test may come from : 1) South Gate Police Department Manual of Rules and Procedures, 2) South Gate Police Department Policy Manual, 3) the California Peace Officers Legal Sourcebook, 4) Lexipol Updates, and 5) The California Public Safety Officers' Procedural Bill of Rights as amended. The written test will consist of 100 multiple choice questions and will be weighted at 25% of final score. Candidates must obtain a passing score of 70% on the written test. Candidates who receive the eight (8) highest passing scores from the combined Written Test and Staff Evaluations scores will continue to the Assessment Center / Job Stimulation Exam.
  • Staff Evaluations (40%) : Staff evaluations from Sergeants and above will be submitted for each candidate. Scores will be tabulated and weighted at 40% of final score.
  • Assessment Center / Job Simulation (35%) : The assessment center / job simulation exam will include three to six independent exercises or problem sets. Each problem set will be designed to reflect essential work functions of Police Sergeants in the City of South Gate. This exam process will be weighted at 35%. The problem sets in this examination will include such events or exercises as : oral presentations, written exercises to problems, critical incident response, supervision of Officers, and a structured oral examination. Candidates must obtain a combined score of 70% or better in all of the exercises / problem sets in order to be placed on the eligibility list.
  • Eligibility List Placement : Candidates who successfully complete all phases of the selection process will be placed on an eligibility list. Current and future vacancies will be filled from this list. Lists typically last for 12 months but may be extended or abolished in accordance with the City's Civil Service rules and regulations.
