JOB SUMMARY
Under the general direction of the Business Resource Manager, this position will perform the overall planning, administration, and operation of the Police Grants Program allocated to the City of Arlington.
ESSENTIAL JOB FUNCTIONS :
1. Ability to perform comprehensive overall management of criminal justice grant programs assigned to the City of
Arlington, i.e. Justice Assistance Grant (JAG) program, COPS Office grants, additional Department of Justice grants and Office of the Governor, Criminal Justice Division (CJD) state grant programs.
2. Ability to perform overall comprehensive project management and contract management of grant funded
administrative projects; and ability to coordinate the process for notification of funding availability, the bidding
process, and the award of state and federal funding.
3. Ability to coordinate plan development, grant applications, and project implementation processes with multiple
City Departments and outside organizations for grants related to police services.
4. Ability to oversee planning functions related to the preparation of key criminal justice data sets, in accordance
with applicable federal regulations and City approved policy.
5. Ability to develop staff reports, resolutions, and presentations for City Council and Committees; and, ability to represent the City at community meetings.
6. Ability to interpret and follow federal grant regulations found in Title 2 C.F.R (Code of Federal Regulations) Part 200 and to interpret and follow grant specific regulations.
OTHER JOB FUNCTIONS :
6. Ability to monitor program budget as it relates to the department budget considering applicable federal laws
related to same.
7. Ability to make effective formal presentations to large and small groups.
8. Ability to conduct thorough research information related to grant solicitations and application submissions.
9. Ability to effectively communicate and coordinate grant requirements of a variety of sources (e.g., COPS, DOJ, COG), program objectives, budgets, reporting requirements, and performance measures with staff, City Council, and sub-recipients.
MINIMUM QUALIFICATIONS :
Knowledge, Skills and Abilities Required :
Knowledge of federal regulations governing the DOJ, COPS, CJD, and other grant programs.
Knowledge and understanding of real estate documents.
Knowledge in analyzing pro forma statements and operating budgets Knowledge of modern office methods, procedures and equipment.
Skill in effectively communicating with contractors, non-profits, clients, and co-workers
Skill in creating written documents, correspondence, reports, brochures, graphs, charts and present information in a concise, professional, meaningful presentation to community groups, the general public and City officials, etc. Skill in entering data via keyboard (electronically) into DOJ's data collections systems
Ability to build effective relationships with state and federal officials, industry groups, local non- profits and other community partners.
Ability to comprehend and interpret financial statements of a variety of business types and structures.
Ability to analyze statistical reports, budgets, plans and research documents to ensure compliance with grant funded programs.
Ability to read and interpret financial statements, federal regulations, guidebooks and other reference materials. Ability to accurately perform basic and intermediate mathematical functions and formulas.
Ability to maintain records and prepare reports.
Ability to clearly, and effectively communicate orally and in writing with persons from varied socio economic, ethnic and racial backgrounds
Ability to receive detailed information through oral communications and make the discrimination in sounds.
Ability to perform a variety of physical skills including but not limited to filing, sorting, seeing, and sitting.
Ability to operate a variety of office equipment including but not limited to personal computers, telephones, calculators, faxes, and photocopy machines.
Qualifying Education and Experience :
Bachelor's degree in the area of Business, Planning, Criminal Justice, Social Work, or a related plus one year supervisory experience, OR equivalent combination of education and / or experience. Master Degree in the area of Business, Planning, Criminal Justice, Social Work, or a related field is preferred. Must successfully complete required pre-employment screenings which include criminal history check.
