Job Description
PURPOSE OF POSITION :
It is the purpose of this department to explicitly define the functional job description, responsibility of all staff members, the specific knowledge and skills.
DUTIES & RESPONSIBILITIES :
1)Under the supervision of the Chief and Captain is responsible for supervising security personnel on all tours.
2)Assumes full responsibilities for security operations during his / her tour.
3)Instructs newly assigned staff in their duties and responsibilities.
4)Trains and instructs Special Officers.
5)Evaluates officer's performance.
6)Makes frequent inspections and rounds to ensure enforcement of regulations by Special Officers and staff.
7)Maintains appropriate records regarding patrols, arrests, incidents, etc.
8)Performs related work.
9)Knows all posts in the institution and duties to be performed when assigned to each post.
10)Patrols designated areas to ensure security, and safeguarding of life and property against fire, theft, and vandalism
11) Control access where indicated, evict loiterers and disorderly person(s).
12) Arrest law violators when necessary.
13) Maintain an alert mode for pilferage or malicious tampering of hospital property, arson, assaults and all other felonies, misdemeanors and violations.
14) Upholds and re-forces HHC Rules and Regulations / Policies and Procedures.
15) Reports immediately all suspicious or unlawful conduct to Central Command.
KNOWLEDGE & SKILLS :
- Penal Law (as it pertains to Peace Officers; minimal knowledge of NYCPD Administrative codes, Patrol Guides, Generation & Traffic Regulations)
- Fire and Safety (Access control, assist in removal of personnel, containing area)
- Interpersonal Communication (Conflict management resolution), demonstrates knowledge in handling and diffusing hostile and emotional confrontations.
- Customer Relations, Cultural Sensitivity, dealing with patients and staff
- Crisis Prevention and Intervention
- Weapons of Mass Destruction, First Responders awareness during a WMD incident
- Hospital Police Reporting process, HHC 587, Memo Book, Log Book. Provides supporting documents, i.e. witness statements.
Minimum Qualifications
For Appointment to Assignment Level I :
1. A four-year high school diploma or its educational equivalent approved by a states Department of Education or a recognized accrediting organization and one year of full-time satisfactory experience in the field of law enforcement, protection or security; or
2. An Individualized Education Program (IEP) diploma and eighteen months of full-time satisfactory experience as described in 1 above.
3. Current New York State Peace Officer certification.
For Appointment to Assignment Level II :
In addition to meeting the requirements for Assignment Level I, appointment to Assignment Level II requires :
1. Four years of satisfactory experience as a Special Officer, at least two years of which must have been as a Supervising Special Officer, Level I; or
2. Four years of full-time satisfactory experience in the field of law enforcement, protection or security, at least two years of which must have been in a supervisory capacity.
Special Note :
1. A valid New York State motor vehicle driver license may be required for appointment to certain positions based on the operational needs of the network / facility. If required, this license must be maintained for the duration of employment.
Additional Qualifications
In order to be certified as a Peace Officer, it is mandatory that each Special Officer attends a 5 -7-week Entry Level intensive training course. Thereafter all Special Officers are required to attend an annual 1 day recertification course. Both entry level and annual recertification training must be passed in order to maintain Peace Officer status.
