Job description

Job Summary :

Under the general supervision of a Captain, a Lieutenant oversees the supervision of Sergeants and all subordinates assigned under their command.

This position has the authority to approve actions and / or resolve administrative issues and functions as a mid-level manager in a defined area of responsibility. Tasked with developing and administering a training program. Responsible for analyzing data and preparing detailed reports of all operations. Reviews and approves reports of subordinates for accuracy and compliance, delegates tasks and responsibilities as needed, promotes a transparent working environment and ensures that all areas of operations are functioning properly and efficiently. Maintains fiscal responsibility for their designated area, assists with hiring needs, and may also assist in the development and communication of departmental operating procedures. Acts as a liaison for their subordinates by relaying orders, directives and messages given by Senior Command Staff; ensures compliance within their area of responsibility and utilizes continuous improvement initiatives.

Acts as a representative of the agency by attending various community meetings, committees, and business meetings to promote existing and new programs within the department.

In-State and Out-of-State travel required.

Job Duties :

Directs subordinates ensuring safety of all operational personnel and the general public, promotes enforcement of state and federal laws, rules and regulations. Plans, organizes and coordinates all activities within the area of responsibility to ensure all goals and objectives are being met. Examine all operations and programs assessing effectiveness.

Delivers sworn proficiency training in areas such as firearms, defensive tactics, tactical driving, field training, and other required or elective training programs. Assists in developing instructional training objectives based on subject matter expertise by researching information and evaluating curriculum for currency and trends. Design training materials, handouts, lesson plans, and audiovisual presentation materials. Adapts existing training materials to meet instructional objectives. Designs and creates comprehensive training delivery methods considering the context of the student group and the training curriculum.

Manage, coordinate and oversee all activities relating to commercial vehicles including inspections, issuance of oversize / overweight and registration permits, compliance of size / weight laws, and rules and regulations at fixed and mobile weight enforcement facilities.

Prepares reports and gathers statistical analyses from work products. Plans, coordinates and oversees enforcement details. Reviews, investigates and resolves complaints from either the public or internal sources. Keeps the supervisor informed of progress of investigations.

Inventories and requisitions supplies, office equipment, personnel equipment, warehouse items and accountable forms. Verifies daily remittances and ensures deposits are made in a timely fashion.

Performs same duties as subordinates on an as needed basis : issuing permits, screening commercial driver / vehicle credentials, weighing commercial vehicles, performing enhanced vehicle identity inspections, registration compliance, commercial vehicle safety inspections and all other duties performed by Enforcement and Compliance Field Enforcement Officers when required.

Interprets Arizona Revised Statutes, ADOT and ECD Policies, Procedures and Federal Regulations. Interpret and enforce all state and federal laws, rules and regulations, policies and procedures to include Arizona Revised Statutes (ARS) Title 13 (Criminal Law), Title 28 (Transportation Law), Arizona Administrative Code Title 17 (Transportation), ECD and ADOT Policies and Procedures.

  • Selective Preference(s) :

    Minimum of 4-years experience as a Sergeant. Bachelor's degree from an accredited college or university in police administration, criminal justice, public administration, or a related field is desirable; additional experience as a law enforcement manager or graduate of the FBI National Academy.

    Pre-Employment Requirements :

    Requires Arizona POST General Instructor certification, Arizona Peace Officer Standards and Training (AZPOST) Full Authority certification. Weapons certified in accordance with AZ P.O.S.T. standards, CVSA Certified, Valid Driver License. Arizona Post Firearms Certification.
