Construction Procurement Specialist
The Construction Procurement Specialist is responsible for sourcing, qualifying, and securing subcontractors and vendors to support awarded contracts and competitive bid submissions. This role requires proactive outreach, cold calling, vendor relationship development, and coordination with internal project teams to ensure subcontractor coverage across multiple trades and geographic locations.
The ideal candidate is highly organized, persistent, detail-oriented, and comfortable making high-volume outreach calls to identify qualified trade partners.
Key Responsibilities:
- Conduct high-volume cold calling and outbound outreach to subcontractors across multiple trades (electrical, HVAC, concrete, civil, roofing, mechanical, etc.).
- Identify, prequalify, and onboard subcontractors for commercial, federal, and industrial construction projects.
- Source subcontractors in new geographic regions to support project mobilization.
- Maintain and expand a subcontractor database including licensing, insurance, bonding, and certifications.
- Request and collect pricing proposals, scopes of work, and capability statements.
- Coordinate with Estimators and Project Managers to ensure subcontractor coverage aligns with project requirements.
- Track outreach efforts, bid coverage, and subcontractor engagement metrics.
- Support supplier diversity initiatives when applicable (small business, minority-owned, veteran-owned, etc.).
- Negotiate preliminary pricing and availability with subcontractors.
- Assist in developing procurement strategies for hard-to-fill trades or remote project locations.
Required Computer Skills:
- Proficiency in Microsoft Office Suite (Excel, Word, Outlook).
- Ability to track data using spreadsheets and CRM systems.
- Comfortable navigating online databases and government procurement systems (SAM.gov, state bid boards, etc.).
- Strong data entry and documentation skills.
Preferred Qualifications:
- Experience supporting federal construction contracts (USACE, NAVFAC, NPS, DoD, etc.).
- Understanding of FAR/DFARS requirements.
- Knowledge of construction trades and scopes of work.
- Familiarity with subcontract agreements and compliance documentation.
- Experience working with bonded subcontractors.
