ADMINISTRATIVE SERVICES DIVISION

DIVISION OVERVIEW :
The Administrative Services Division handles the administrative functions of the LACDA. These functions include Information Technology, Human Resources, Procurement, Risk Management, Fleet and Facilities Management, and Print Shop / Mail Services. Each unit is responsible for providing essential technical, functional, and professional assistance to all operating divisions to support the LACDA's mission to Build Better Lives and Better Neighborhoods.
POSITION OVERVIEW
Under general supervision performs a variety of highly specialized and complex professional procurement and contract administration duties in support of division / department goals while complying with all relevant County, State, and Federal laws, ordinances, and internal policies and procedures.
This position demands strong attention to detail and sound independent decision making. Candidate must be able to plan, organize, and prioritize multiple assignments, while performing fair, open, competitive, timely, and ethical procurement functions.
Essential Job Duties

- Plans, oversees, and administers complex procurement processes and assists Authority divisions with contracting, procurement, purchasing, compliance, and general administration.
- Prepares and processes various documents requiring knowledge of the Authority and division's functions, which may include contracts, agreements, legal / official documents, bid documents, applications, meeting agendas and minutes, correspondence, and periodic reports.
- Assists with developing and revising policies and procedures; contract templates; solicitation templates and other related documents.
- Understands and applies contract requirements such as Davis Bacon, Living Wage, Section 3, and other related requirements; interpret codes; and develop applicable language for federal or county requirements.
- Develops, coordinates, and conducts employee trainings.
- Leads contract related programs, and / or oversees some aspects of the programs.
- Resolves problems and disagreements between contractors and user departments.
- Assists management and staff in performing and conducting studies, special projects, and reporting activities; performs data collection, research, and analysis on procurements or issues; analyzes alternatives and makes recommendations; works with department staff to develop and improve operational and administrative practices; prepares reports to interpret data; performs other compliance work related to the division / department to which assigned.
- Prepares and coordinates various types of solicitations for services and goods; reviews, examines, prepares, and processes requisitions, proposals, specifications, bid packages, purchase orders, and other related documents; obtains written price quotations; analyzes bids, recommends award, and prepares necessary documentation; administers varied service contracts and purchase orders; and monitors contracts and agreements to ensure compliance with purchasing procedures and contract provisions.
- Oversees the contract lifecycle, from creation to renewal, which includes but is not limited to determining the proper terms and conditions to include and negotiation of the contract with the vendor.
- Verifies and reviews forms and reports for completeness and conformance with established regulations and procedures; applies Authority, departmental, and program policies and procedures in determining completeness of applications, records, and files.
- Interprets and applies Authority, division, and departmental policies, procedures, and regulations related to assigned area of responsibility; ensures program and project activities comply with legal and regulatory requirements.
- Prepares business documents and reports; researches, compiles, and organizes information and data for specialized reports or projects; checks and tabulates standard mathematical or statistical data.
- Inputs and retrieves data into various program, division, Authority, and / or state / federal software applications and database systems; maintains program and / or department-specific databases.
- Participates in the retention of contract documents; internal auditing processes; compiles reporting data; performs analysis as needed for auditing and other purposes.
- Coordinates and integrates division / department services and activities with other Authority divisions, contractors, vendors, stakeholders, and outside agencies; receives and responds to inquiries and complaints concerning contract related matters.
- Organizes, coordinates, maintains, and updates division / department record systems; enters and updates information with division / department activity, files, and report summaries; retrieves information from systems as required.
- Gathers, assembles, updates, and distributes a variety of Authority and division-specific information, documents, forms, records, and data as requested; researches records within areas of responsibility to prepare and provide follow-up information to staff, general public, contractor, or vendor inquiries.
- Serves as a liaison to various committees; prepares agendas; attends meetings and takes minutes.
- Observes and complies with Authority and mandated safety rules, regulations, and protocols.

Salary Compensation
Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.
Conditions of Employment

In addition to the above, the LACDA's Flexible Benefits Plan is authorized under Section 125 of the Internal Revenue Code, and permits employees to use pre-tax dollars to pay for their portion of the cost of benefits under the Plan through Salary Redirection arrangements.
As part of this plan the LACDA will contribute $1000.00 per month, effective on the first (1st) of the month following the completion of one (1) full month of compensated service.
