Position Overview

The Senior Procurement Counsel is responsible for providing specialized legal oversight in procurement and regulatory matters, focusing on sensitive issues. Key responsibilities include offering legal advice on procurement policies and statutes, managing legal matters, negotiating vendor contracts, ensuring compliance, and drafting rules and regulations. The ideal candidate should have a passion for legal services, excellent interpersonal skills, and the ability to collaborate effectively with the Department of Corrections management and other state professionals. Essential Functions

  • Subject to administrative approval serves as Senior Procurement Counsel.
  • Conducts and directs technical and specialized legal work in the areas of Procurement and related policy / regulatory matters, often highly sensitive and controversial.
  • Provides advice and analysis regarding various statutes and legislation pertaining to Procurement programs, policies, and procedures.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
  • Minimum Qualifications

  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience performing legal work in a public or business organization.
  • Requires a law degree from an American Bar Association accredited law school.
  • Requires the possession of a license to practice law in the State of Illinois.
  • Preferred Qualifications

  • Prefers at least four (4) years of professional experience in public procurement.
  • Prefers at least four (4) years of professional experience drafting contracts and conducting contract negotiations.
  • Prefers at least four (4) years of professional experience drafting legislation and / or administrative rules.
  • Prefers at least four (4) years of professional experience in legal research and writing.
  • Prefers procurement certifications such as UPPCC Certified Public Procurement Officer (CPPO)® or the Certified Professional Public Buyer (CPPB).
  • Employment Conditions

  • Requires possession of a current, active license to practice law in the State of Illinois.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be required / mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
  • Requires use of agency-supplied equipment (i.e., mobile phone, laptop, etc.).
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires ability to pass the IDOC / IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.

    Term Appointment : Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Corrections ’s discretion.
