Public Works Department Analyst

Job Description

The City of Costa Mesa, with the motto "City of the Arts", is one of California's most eclectic and vibrant cities. There is currently one (1) full-time vacancy in the Public Works Department. Under general supervision, provides professional, technical, administrative, and analytical assistance in conducting a variety of comprehensive analyses and coordinating municipal policies, procedures and services in various City departments. The current vacancy may be filled at either the Senior Management Analyst or Management Analyst level.

Salary Ranges

Senior Management Analyst: $104,616 - $140,208 annually ($50.30 - $67.41 per hour)

Management Analyst: $93,588 - $125,412 annually ($44.99 - $60.29 per hour)

Senior Management Analyst Class Characteristics

An incumbent in this advanced-journey level classification is expected to carry out advanced professional assignments requiring independent judgment in the performance of duties. The Senior Management Analyst position is distinguished from the Management Analyst position by the difficulty, scope, complexity, and autonomy of the work performed. Incumbents work under the direction of the assigned Department Director and may exercise functional supervision over assigned professional, technical and support staff. Work is reviewed through daily/weekly consultation for accuracy, conformance with established standards and quality and adherence to instructions.

Management Analyst Class Characteristics

An incumbent in this classification is expected to carry out general administrative assignments with only minimal supervision and refers to supervisory personnel those matters which involve policy and procedure decisions, technical questions, deviations from standard practice and unusual public relations problems. Work is reviewed through daily/weekly consultation for accuracy, conformance with established standards and quality and adherence to instructions. The Management Analyst is distinguished from the Management Aide position by the years of experience and education required.

The selection process may include but is not limited to the following components: application review and evaluation, written examination or exercise, physical examination, practical exercise and interview evaluation. The eligibility list will be in effect for one (1) year, unless exhausted sooner. Flexibly Staffed Position: At the discretion of the Department Director, the position may be filled at the level of Management Aide, Management Analyst, or Senior Management Analyst based upon the level of skill and experience required by the Department. The Department may recommend an incumbent for reclassification, subject to verification by Human Resources that the employee has gained sufficient experience, demonstrates proficiency, meets the requirements of higher level position, and has successful performance including completion of the probationary period. Qualification Guidelines

Senior Management Analyst: Graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a closely-related field. A pertinent graduate degree is desirable. Responsible professional experience equivalent to five years of full-time experience in a public agency performing analytical work. A pertinent graduate degree may substitute for two years of experience.

Management Analyst: Graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a closely-related field. A pertinent graduate degree can substitute for one year of the required experience.

An equivalent combination of education and relevant experience that provides the desired knowledge, skills and abilities to successfully perform essential functions may also be considered. May require a Class C California Driver's License. Revocation of license during employment (when required) may result in disciplinary action or reassignment.

Supplemental Information

Public Employee Disaster Service Worker: In accordance with Government Code Section 3100 all City of Costa Mesa employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.
