Job DescriptionJob Description
The Program Manager (Federal Civil) is responsible for comprehensive program management across a broad range of work activities. He / she applies knowledge of the client environment and needs to lead and coordinate the activities of all departments to ensure successful delivery of a major non-development item (NDI) program to a civilian federal agency within budget and schedule. She / he is responsible for ensuring revenue, turnover, and cashflow are predictable and reliable while customer expectations and project schedule are achieved.
The Federal Civil Program Manager reports to the Director of Domestic Programs and US regional leadership on all matters pertaining to the implementation and completion of ongoing and new domestic programs within the ATM Business Unit.
The Program Manager is responsible for :
- Effectively managing program scope,
- Optimizing resource management,
- Managing and reporting program financial performance within the company and program goals,
- Managing program schedule and competing departmental and interdepartmental (e.g., engineering) resource needs,
- Supervising company employees, representatives, and subcontractors,
- Establishing and maintaining effective systems for measuring operational, financial, personnel, and program performance consistent with the Company requirements and parent company directives,
- Ensuring the Company’s conformance to US and applicable international statutory and regulatory requirements, as well as compliance with parent company regulations, policies and processes.
- Reporting program operational and financial performance on a routine basis to company leadership,
- Identifying and managing risks during program planning and execution,
- Coordinating with company counterparts in marketing, engineering, manufacturing and contracts to develop competitive proposals in response to Requests for Quotations (RFQs) received from potential US domestic customers. Contributing the proposal activity in areas for new pursuits such as :
o Defining the program requirements and work breakdown structure based on the RFQ and performance specifications,
o Developing the program plan, statement of work, implementation schedule, and staffing requirements,
o Identifying and qualifying potential subcontractors, preparing subcontractor Statements of Work, and negotiating and confirming the least-cost, compliant bid,
o Finalizing detailed cost estimates for internal and external work,
o Reviewing the final proposal for accuracy and completeness.
