Job description

Lakeshore Talent has teamed up with a dynamic upstream oil and gas company based out of Denver to find an experienced Project Controls Manager for an exciting opportunity. As a Project Controls Manager, you will spearhead the planning, execution, and successful culmination of Carbon Capture, Utilization, and Storage (CCUS) projects. This pivotal role demands a seasoned professional who can ensure safe, cost-effective, and timely delivery of capital projects in the CCUS domain.

Position : Project Controls Manager

Location : Denver or Dallas

Compensation : $90 - $110 per hour depending on experience

Travel : Up to 25%

Duration : 6 month contract with potential for extension or permanent hire

This role requires :

  • Strong self-starter with advanced computer / software systems skills and expert knowledge of project controls processes and procedures within the Oil and Gas industry, with effective strategies used to monitor project development and execution.
  • Demonstrable safety leadership, integrity, accountability, and transparency while upholding the company’s standards, values, and culture.
  • Ability to achieve operational targets under general supervision. Requires the ability to guide others by explaining facts, policies, and practices. Problems faced may be difficult with some complexity.

RESPONSIBILITIES

Scheduling and Planning :

  • Develop, update, and maintain complex project schedules for FEED and Execution project phases in various scheduling systems and software. This includes tracking baseline, forecast, and actual dates on a portfolio of projects. Identifying critical paths and logical dependencies.
  • Collaborate with project teams to review, approve, update, and upload project schedules on a recurring basis. Conduct schedule analysis, monitor milestone achievements, and proactively identify potential delays to the project manager.
  • Incorporate contractor and third-party baseline and forecast schedules within the overall project schedule on a recurring basis. Efficiently port schedule data from different software platforms into the scheduling system.
  • Monitor schedule progress, highlight critical path changes, and assess their impact on overall project timelines, flagging discrepancies and other issues to the project manager.
  • Develop and maintain a reference case database of project schedule ‘actuals’ data for future projects.
  • Develop standardized wording, structures, activities, and methodologies for scheduling across the portfolio of projects and project managers.
  • Perform Monte Carlo simulation analysis of project schedules and third-party schedules.
  • Maintain scheduling systems.
  • Cost Control :

  • Develop, maintain, and control project cost budgets, forecasts, accruals, and actuals on a portfolio of projects. Track project costs in real time and compare with budgets to analyze and report variances, trends, and potential underruns / overruns.
  • Monitor, track, verify, and confirm third-party and contractor invoices and accruals to the project. Efficiently port cost data from third-party and contractor software platforms into cost tracking systems. Ensure invoice submissions are received, and approvals are documented according to corporate signing authority standards.
  • Review and provide input into the project and estimate cash flow forecasts, contract terms, and change orders for financial risks and opportunities.
  • Ensure financial contract terms such as payment terms and rates are followed by the team and third parties and contractors.
  • Prepare and issue comprehensive project cost reports.
  • Ensure projects are executed within approved budgets and timelines.
  • Estimating :

  • Develop classified (class 5 and 3) project cost estimates divided into labor, equipment, materials, and subcontracts (LEMS) structure.
  • Develop Basis of Estimate documents.
  • Develop standardized estimating processes, procedures, systems, tools, and templates for use on projects.
  • Review third-party and contractor cost estimates and documentation for completeness, methodology, and accuracy.
  • Resource Planning :

  • Track baseline, forecast, and actual hours by function and department on a portfolio of projects. Work with functions and departments to adjust their resource plans regularly based upon performance, actuals, and pending change orders.
  • Set up resource tracking methodology, systems, and reporting.
  • Change Management :

  • Maintain control budgets and baseline schedules.
  • Assist project managers in evaluating the impact of third-party and contractor change orders on project scope, budgets, schedules, and resource requirements.
  • Assist project managers in the change control processes by documenting requests and impacts, submitting changes for review, and obtaining approvals according to corporate signing authority guidelines.
  • Update project documentation to reflect approved changes and communicate updates to relevant stakeholders.
  • Develop and maintain change order logs for each project.
  • Incorporate approved change orders into the control budget, baseline schedules, and resource plans.
  • Reporting :

  • Generate detailed weekly and monthly reports for stakeholders, covering cost, schedule, changes, and overall project performance. Prepare presentations, reports, and other communication materials.
  • Perform data analysis to identify trends, assess project health, and provide insights for decision-making.
  • Ensure reporting accuracy and consistency by adhering to standardized project control processes and templates.
  • Develop progress reporting formats and ensure timely submission of inputs.
  • Develop cost and schedule performance reports, including Earned Value Analysis (EVA) to measure cost and schedule performance against budgets and timelines.
  • Systems and Processes :

  • Contribute to the development of standard Work Breakdown Structures (WBS), Cost Breakdown Structures, scheduling structures, and collaborate with finance and accounting to align accounts and general ledger codes.
  • Develop project controls procedures and specifications and standards for use in contracts and purchases.
  • Support the implementation of new project control tools and methodologies as needed.
  • Team Collaboration :

  • Work closely with project managers, construction / delivery managers, lead discipline engineers, and third-party contractors.
  • Mentor and develop project controls specialists.
  • Support the safe, cost-effective, and timely delivery of CCUS capital projects.
  • Establish robust, effective, and fit-for-purpose project controls processes.
  • Document and apply lessons learned to enable continuous process improvement.
  • Ensure schedule and cost controls are implemented at each project phase in a fit-for-purpose manner.
  • Contribute to and apply the project playbook and best practices toolkit.
  • Assist in managing vendors, suppliers, and service providers. Establish sound working relationships and ensure high-quality delivery.
  • Other duties as required.

  • Management : Self-motivated and good at setting priorities. Comfortable navigating multiple competing priorities with confidence and professionalism.

  • Comfortable with complexity and evolving situations. CCUS is new, regulations and policies are immature, and technology is evolving. Must be capable of managing multiple variables and developing plans with multiple courses of action.
  • Project Capital Value Processes : Strong knowledge of the stages of project development from concept definition to design and planning processes to EPC work. Knowledge of stage gates, budgets, and FID decision-making processes.
  • Proficient in Microsoft Office, SmartSheet, and other project controls applications. Uses insights from digital tools to improve performance.
  • Ability to thrive in a dynamic, fast-paced environment.

  • EDUCATION & EXPERIENCE

  • Bachelor’s degree in engineering, business commerce / operations research / operations management, or similar degree.
  • Minimum ten years of oil and gas or related industry experience in project controls supporting a portfolio of projects.
  • Strong individual contributor experience for an EPC contractor or operating company in oil and gas.PHYSICAL DEMANDS / WORKING CONDITIONS
  • Strong preference for candidates that are close to Denver or Dallas.
