Job description

Project Manager/NPDES

The Project Manager/NPDES will design, implement and manage the City of Rio Rancho's National Pollutant Discharge Elimination system (NPDES) program. Additionally, the Project Manager may be assigned to manage and coordinate engineering design, inspection, review, and construction management of the City's water sewer, drainage, and transportation systems including planning monitoring, budgeting, and implementing to completion.

Education, Training, Experience, Certifications, Licenses and Registrations

Education / higher education: Bachelor's Degree For required college degrees, applicable field(s) of study: Civil engineering, construction management, or directly related discipline. Minimum number of years of directly related experience: Two years of experience in municipal engineering to include public infrastructure construction or buildings. In lieu of a degree, incumbent must possess six years of relevant experience. Education and/or experience preferences: None Driver's License requirement: Frequent Driver -- Regular Driver's License Required Endorsements: None Note -- For any driver, driving record must always meet City driving and insurability standards. Required certifications, licenses or registrations: None Time given after hire/promotion to obtain certification or licenses: None Preferred certifications, licenses or registrations: Registration as a Professional Engineer, Engineer in Training, or Certified Professional in Erosion and Sediment Control (CPESC).

Knowledge, Skills and Abilities

Knowledge: Pertinent federal, state and local laws, codes, and regulations including those affecting NPDES permits, the Storm Water Program, and other environmental permits and programs. Permitting, legal, regulatory, and technical requirements of storm water quality management, including illicit Connection and illegal Discharge prevention and elimination, best management practices programs, and environmental monitoring and assessment. Construction of buildings and facilities. Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment. Reading and interpreting engineering plans, municipal code, CID building code, and developing reports and budgets. Abilities: Communicate clearly and concisely, both orally and in writing. Work independently and complete tasks efficiently and effectively. Establish and maintain effective working relationship with those contacted in the course of work. Interaction with Groups/Agencies/Entities: Internal: Development Services Department, Public Works Department, Parks Recreation & Community Service Department, Information Technology Department, and Police Department (Code Enforcement). External: Federal agencies (i.e., U.S. Environmental Protection Agency), State agencies (i.e., New Mexico Environment Department), Local agencies (i.e., Mid-Region council of Governments, Middle Rio Grande MS4 co-permittees).

Essential Functions

The following functions are typical for this position. The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position. Other duties may be required and assigned.

  • Develops, maintains and ensures compliance with Municipal Separate Storm Sewer System (MS4) permit, in accordance with the applicable National Pollutant Discharge Elimination System (NPDES) regulations;
  • Perform inspection of industries for compliance with their individual stormwater management plans and multi-sector general permit (MSGP);
  • Perform inspection of construction sites for compliance with their individual stormwater pollution plan and construction general permit (CGP);
  • Serves as the City's primary liaison to Federal, State, and local entities; works with other regulatory agencies including the U.S. Environmental Protection Agency, New Mexico Environment Department, and Middle Rio Grande MS4 Permit co-permittees to ensure City environmental program and permit compliance;
  • Evaluates buildings, facilities, streets, or drainage projects and makes recommendations for construction, rehabilitation or remodeling as they relate to stormwater safety.
  • Reviews engineering plans and specifications to ensure compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures as well as accuracy of cost estimates and other bid document items;
  • Participates in negotiations of contracts with private developers, contractors, and engineering/design professionals;
  • Sets project schedules based on assessment of project design, budget, and other user request;
  • Attends or runs pre-construction meetings to establish project protocols and compliance with Federal, State and City regulations, and coordinates City staff, design and inspection teams;
  • Coordinates planning for infrastructure and building facilities; estimates construction cost and estimate costs and prepares budgets for future projects and studies;
  • Answers questions and provide information and technical assistance to City staff, consulting engineers, developers, contractors, and general public;
  • Explains NPDES stormwater requirements to City staff, contractors, developers, engineers, architects, and general public;
  • Prepare and execute the budget for the City's NPDES Stormwater Program requirements; analyze program for cost effectiveness;
  • Represents the City at meetings with government agencies, consulting engineers, developers, contractors and general public;
  • Interpreting and implementing existing and emergent Federal, State and local laws and regulations with emphasis on Clean Water Act, Safe Drinking Water Act, erosion and sediment control and storm water pollution prevention.
  • Coordinating and advising activities environmental coordinators on policies and procedures while providing program-related training.
  • Preparing required Federal, State and local regulatory documentation and applications for environmental permits.
