General Statement of Responsibilities :
The Addiction Public Health Specialist - Tobacco works in partnership with a multidisciplinary team to provide leadership, direction, and day-to-day management for all activities associated with achieving the goals of the New York State Center for Health Systems Improvement (C-HSI) project, funded by the New York State Department of Health Bureau of Tobacco Control (BTC). This includes overseeing the design, implementation, evaluation, and continuous improvement of capacity-building strategies that strengthen the ability of state public health, stakeholders, and the 8 BTC Health Systems for New York contractors (HSTFNY) to improve access to and utilization of evidence-based and innovative tobacco use treatment (TUT) services in healthcare settings across New York State to reduce tobacco-related morbidity and mortality.
In addition, this position partners with the Director of Tobacco Control Health Initiatives to develop and sustain strategic partnerships, convene and facilitate stakeholder meetings, and contribute expertise to broader tobacco-related initiatives. The Addiction Public Health Specialist – Tobacco also plays a key role in advancing CAI’s organizational portfolio in behavioral health and addiction, of which tobacco is a central focus, by identifying opportunities, supporting program development, and cultivating collaborations that expand CAI’s impact in this field.
Major Tasks and Responsibilities (include, but are not limited to) :
- Provide strategic vision and day-to-day direction for all activities associated with administering the C-HSI, including oversight of daily operations, staff, and project deliverables.
- Lead the design, delivery, and evaluation of proactive, on-demand, and group technical assistance (including communities of practice), delivered virtually and in-person, to support regional contractors in integrating tobacco use treatment (TUT) into health and behavioral health systems.
- Identify, cultivate, and maintain strategic partnerships toward achievement of project goals and objectives.
- Facilitate and provide leadership for statewide workgroups, advisory bodies, and issue-specific committees that advance BTC and HSTFNY health systems improvement goals.
- Collaborate with partners, consultants and project staff to develop practical resources and training curricula and materials that enable contractors and healthcare organizations to strengthen their delivery of TUT.
- Serve as a subject matter expert on health systems change, evidence-based frameworks, and implementation strategies that accelerate the translation of research into practice.
- Provide leadership in planning, facilitation, and follow-up for all project-related meetings, including internal team, partner, funder, contractor, and consultant convenings.
- Develop and oversee communication products such as website content, newsletters, letters of opinion, reports, and press releases to advance project visibility and stakeholder engagement.
- Ensure compliance with BTC reporting requirements, support fiscal management of project budgets, and contribute to funder communications.
- Identify, pursue, and support the development of new opportunities to expand CAI’s portfolio in behavioral health, addiction, and health systems change initiatives.
- Perform other duties as assigned to support project success and organizational growth.

The employee is occasionally required to stand, walk, reach with arms and hands, climb or balance, and stoop, kneel, crouch, or crawl. Must be able to lift up to 15 pounds at times. Vision abilities required by this job include close vision.

Compensation
The salary range for this position is $80,000 - $90,000. CAI offers the following benefits :
