JOB SUMMARY
This is a technical position providing maintenance and system support through research, recommendations, integration, calibration, assessment, mitigation, and resolution for technologies utilized by Public Safety Communications (PSC) in the Combined Communications Center (Center) proper, and alternate locations.
The primary technology is a Tier 1 computer aided dispatch (CAD) system, as well as ProQA call-taking triage software, multiple records management systems, interfaces connecting disparate networks of contemporary public safety agencies, and dedicated computer terminals that comprise the PSC consolidated public safety answering point (PSAP) and emergency dispatch operation.
This position requires a thorough knowledge of CAD software applications, operating systems, and the ability to translate / train supervisors and dispatchers in CAD applications.
The ideal candidate will be capable of working independently as well as a member of a team to support a collaborative public safety system.
The Public Safety Technologist (Technologist) is an exempt level position, classified as emergency essential personnel, and will work under the supervision of the PSC Director. Due to the responsibilities of the Technologist position that are collateral with the support of PSC provided by MCIT, cooperative project work will be necessary.
When working in tandem with MCIT, the Technologist will be answerable to the MCIT Director, or a designee of the MCIT Director that may include a project manager.
ESSENTIAL JOB FUNCTIONS
- Collaborate with stakeholder and partner agencies that share (i.e., Marion County Fire Rescue [MCFR] and Marion County Sheriff's Office [MCSO]), or use systems that interface with (i.e., the Ocala Police Department [OPD]) in effort to understand and resolve related issues specific to their operations.
- Build new units in CAD representing field-based personnel for agencies that are in communication with, and tracked by, the Center.
- Assist PSC staff in the development of workflows, evaluate operating procedures to improve dispatcher efficiency and research additional functionality in the CAD system.
- Train on-site staff, as directed by PSC, for backup duties via hands-on, daily work apprenticeships.
- Provide all-hours support for CAD users in the Center, inclusive of supplemental software systems essential to PSAP operations (e.g., ProQA, AQUA, Genesis, VESTA Analytics, and WordSystems recorder, automatic number identification and automatic location identification [ANI and ALI] etc.) for emergency repairs and problem escalation.
- Monitor and track current versions of the PSC systems utilized for PSAP and emergency dispatch operations.
- Research and document user requirements for system upgrades, modifications, and bug fixes.
- Oversee testing of all hardware / software changes to ensure proper operation.
- Perform routine, daily operational tasks applicable to PSC system operations, such as checking the System Health Monitor in CAD for any errors, and weekly checks designated backup systems once per week to confirm that all the databases are syncing.
- Create, modify, suspend, and deactivate CAD user accounts.
- Manage the CAD system user account security and access per PSC direction, in cooperation with MCIT and CentralSquare (CS).
- Analyzes data, develops and maintains reports using Crystal Reports, SQL Server Reporting Services, or Microsoft SQL Management Studio using data from Microsoft SQL database.
- Open new support tickets with system vendors for support as needed; manage and monitor existing tickets to prevent delay in the reconciliation of reported issues.
- Track updates and upgrades available for the software systems, assess for appropriateness and implement for both training and production environments.
- Represents the department as public safety technology subject matter expert on committees and at meetings.
- Participate in the development, maintenance, and modification of agency-specific CAD response plans.
- Participate in the development, maintenance, and modification of problem natures and interagency translation table.
- Work with the PSC leadership to develop and implement best practices and policies to standardize the use of the CAD systems for PSAP and emergency services dispatch.
- Attend meetings with law enforcement, fire rescue, and other public safety and public works agencies as needed, acting as a subject matter expert (SME) on the technologies utilized by PSC.
- Collaborate with the Public Safety Administrative Manager and Professional Standards Coordinator to ensure that computer record archiving follows state records retention laws for backup and restoration of data should that be needed.
- Conduct periodic tests and audits of configurations, including verifications of the legitimacy of changes made by staff with permission level to permit them.
- Collaborate with MCIT departments of other agencies and departments in support of Emergency Operations Center (EOC) during activations.
- Provide regular update reports and attend required meetings with MCIT SMEs.
- Ensure PSC technology solutions and outcomes are complimentary to, and align with, County design as established by MCIT.
- Provides excellent customer service to members of the general public and other County employees. Personal contact occurs with other employees of the unit, employees of other departments in the County, citizens, and customers of the department. Service is provided in person or by phone contact.

QUALIFICATIONS
Education and Experience :
Bachelor Degree from a four-year college or university in education, emergency medical services (EMS), fire science, law enforcement, with major course work in management information systems;
Licenses or Certifications :
Possession of a valid, State of Florida driver's license to operate a motor vehicle (required for travel). Requirement exists at the time of hire and as a condition of continued employment.
