Job description

Public Finance Project Manager

PFM is currently seeking an experienced Public Finance Project Manager or Senior Project Manager to work in our West Public Finance practice. The successful candidate will work with public finance clients across sectors on the West coast. Travel throughout the region will be required as client needs dictate. The position may be based out of either our San Francisco, Los Angeles, or Phoenix/Chandler office, and has a hybrid work arrangement.

The Project Manager will lead municipal bond transactions, non-transactional client projects, and marketing/RFP support. The ideal candidate will have a deep understanding of public finance, strong leadership skills, and the ability to drive transaction execution and client relationships in a fast-paced and collaborative environment. To be successful, one must have a superior understanding of the financial markets, experience working in public sector finance, advisory services, consulting, and/or underwriting, and a demonstrated ability to manage a business plan.

Responsibilities

Responsibilities include the following:

  • Lead structuring and execution of bond transactions and other financial projects, ensuring that projects are delivered on time and meet client expectations.
  • Maintain & expand existing relationships with clients in state, local government, transportation agencies and public utilities to support a growing business.
  • Attending trade shows and conferences
  • Gathering information to submit and complete proposals
  • Acting as the primary or secondary point of contact for client questions
  • Serving on PFM's marketing team up through the point of final prospect interviews
  • Developing and independently implementing a marketing plan to bring in new business
  • Develop and analyze financing options and strategic recommendations that meet our clients' capital financing needs
  • Manage, generate and coordinate client deliverables
  • Present financial analysis, recommendations, reports and other materials to clients at meetings
  • Work seamlessly with team members who travel frequently, have varying levels of in-office presence, and may be based in offices around the country.
  • Ensure all financing transactions comply with relevant regulations, policies, and industry best practices
  • Research and understand industry trends, regulations, and the competitive environment to inform strategic recommendations
  • Build and maintain relationships with client, prospective client, and industry contacts
  • Manage financing teams and oversee timely performance by all staff.
  • Management, mentorship, and training of financial analysts and associate staff.
  • Collaborate across multiple internal & external teams to support the long-term growth of the business practice.
  • Senior Project Manager candidates will be expected to build a self-sustaining business plan within two years of hire.

Minimum Qualifications

  • Authorization to work in the U.S. for any employer without sponsorship now, or in the future.
  • Bachelor's degree from an accredited college or university.
  • At least 4 years of work experience for Project Manager candidates and at least 7 years of work experience for Senior Project Manager candidates, preferably in public finance, investment banking, or related financial advisory roles, demonstrating increasing levels of responsibility.
  • Experience completing financial transactions start to finish including complex financial modeling and quantitative analysis
  • Knowledge of and contacts within the state and local governments as well as the sector of focus.
  • Currently holds MSRB Series 50 certification or is able to obtain within 60 days of hire.
  • Strong quantitative, problem solving, and analytical skills.
  • Excellent writing skills and effective personal communication skills.

Other Qualifications

  • Strong understanding of municipal financing tools
  • Experience conducting and summarizing complex financial modeling and analysis, with ability to distill complex information into clear and actionable insights
  • Advanced proficiency with MS Word, Excel, and PowerPoint, and DBC Finance.

Compensation

PFM offers a comprehensive benefits package. This includes generous flexible paid time off, tuition reimbursement, student loan repayment, relocation assistance, 401k retirement plan with employer match and annual profit-sharing opportunity, medical/dental/vision insurance, health and wellness benefits, and disability and life insurance.

The anticipated base salary for Project Managers is $90,000 - $135,000 and for Senior Project Managers the anticipated base salary is $115,000 - $160,000. This position is also eligible for annual performance-based bonuses. Actual compensation is influenced by a variety of factors including but not limited to skills, experience, qualifications, and geographic location.
