Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to California’s most vulnerable individuals, with an emphasis on those transitioning from, or at risk of, homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes. We implement a broad array of scattered-site, one-on-one supportive housing and clinical case management programs through partnerships with developmental services, homeless services, veterans’ services, and health care sectors.

Department Summary
The Brilliant Corners’ Housing Services Team is nationally recognized for its ability to secure scattered-site and project-based housing for vulnerable and extremely low-income households within tight rental markets. With offices in Los Angeles, San Francisco, and San Diego, our team moves hundreds of folks into permanent housing every month. We use robust landlord engagement strategies, including financial incentives, to secure community-based units for vulnerable populations. Our participants include people exiting institutions, people with intellectual and developmental disabilities, and people experiencing homelessness. Using a customer-service approach, we pair landlord engagement with tenancy-centered services to ensure shared success for our participants, property providers, case management partners, and funders. This collaborative approach is instrumental in ending cycles of homelessness and institutionalization for thousands of people in Los Angeles County and across California.
The Flexible Housing Subsidy Pool (FHSP)
The Flexible Housing Subsidy Pool (FHSP), operated by Brilliant Corners in partnership with the Los Angeles County Department of Health Services’ Housing for Health Division, is a nationally recognized program that combines flexible rental subsidies with intensive case management to help individuals experiencing homelessness with complex health needs secure and maintain permanent housing. The program improves health outcomes, reduces costly public services utilization, and advances the County’s commitment to ending homelessness through strong collaboration with ICMS providers, property owners, and community partners. The policy analyst supports this work by developing, analyzing, and implementing policies and procedures that strengthen program operations, ensure compliance, and enhance housing stability outcomes for participants.
About the Program Development Team
Housing Services’ Program Development team supports five focal areas across all regions : quality assurance, program evaluation, program policy, client engagement, and staff development. This newly formed team advances the department’s progress in these areas ensuring that all clients Brilliant Corners serves across the state receive high-quality, participant-centered services.
Position Overview
The FHSP Policy Analyst supports the Flexible Housing Subsidy Pool (FHSP) by developing and refining program policies and procedures in collaboration with the policy manager, program managers, and key stakeholders. This role conducts research and analysis, integrates stakeholder input, and drafts clear, equitable, compliant policies and procedures. While the policy manager provides overall direction, the policy analyst supports the coordination of policy development and implementation.
Position Responsibilities
- Conduct research, data analysis, and best-practice reviews to inform policy development.
- Gather and integrate feedback from funders, stakeholders, and internal teams through regular meetings.
- Draft, revise, and maintain policy documents and internal guidelines with, precise version control.
- Design and coordinate surveys, interviews, and focus groups to capture staff perspectives.
- Organize and prepare meeting agendas, notes, and scheduling for stakeholder discussions.
- In coordination with the policy manager, support the development and refinement of training materials related to policy implementation.
- Assist in refining systems for policy prioritization, documentation, communication, and implementation.
- Partner with cross-departmental teams to ensure policies reflect staff input, operational needs, and data insights.

Physical Requirements
Candidates should have physical mobility for standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. They should also be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day. Additionally, candidates should be able to safely lift, carry, push, and pull light to moderate weights up to 15 pounds. This position requires mental acuity for analytical reasoning and document interpretation.
The salary range for this position is $70,000 to $78,000 per year annually. It is being offered at $70,000 to $78,000 per year annually.
