Job description

Management Analyst

Under general direction, performs professional administrative, analytical, budgetary, contract, project coordination, and program support work for the Public Works Department. This position supports departmental and interdepartmental operations, capital projects, contracts, procurement, grants, budget administration, legislative and regulatory advocacy and compliance, program and policy analyses, public relations and outreach, and special projects.

The Management Analyst provides analytical and administrative support to department leadership and serves as a liaison with other City departments, consultants, contractors, vendors, outside agencies, and the public.

Supervision Received and Exercised

Receives general direction from the Director of Public Works or Deputy Director of Public Works. May receive functional or project-specific direction from other management staff related to assigned programs, projects, or operational priorities. Exercises no direct supervision over staff unless assigned to coordinate the work of interns, part-time staff, consultants, or project teams.

Examples of Duties

The duties listed below are examples of the work typically performed by employees in this classification. An employee may not be assigned all duties listed and may be assigned duties that are not listed below.

  1. Performs professional analytical and administrative work in support of Public Works and Citywide programs, projects, operations, and initiatives, including coordination of financial, budgetary, regulatory, operational and compliance activities related to Water & Sewer Enterprise funds.
  2. Assists with preparation, monitoring, and analysis of department budgets, including operating, capital, grant, enterprise, special revenue, and restricted funds.
  3. Coordinates contracts, agreements, procurement processes, requests for proposals, purchase orders, invoices, and related administrative processes.
  4. Prepares, reviews and presents staff reports, agenda items, resolutions, agreements, work plans, presentations, correspondence, and other official City and public communication materials.
  5. Supports capital improvement projects, master plans, studies, maintenance programs, and operation/infrastructure-related initiatives.
  6. Researches, analyzes, and interprets data related to costs, service levels, regulations, performance measures, workflow, staffing, and operational needs.
  7. Assists with grant research, applications, tracking, reporting, reimbursement requests, and compliance documentation.
  8. Supports regulatory compliance, legislative tracking, advocacy efforts, and coordination with regional, state, and federal agencies.
  9. Serves as a liaison to the public, contractors, vendors, consultants, outside agencies, and City staff; researches issues and coordinates appropriate responses.
  10. Assists with development and implementation of departmental and city policies, procedures, process improvements, technology enhancements, records management, and internal tracking systems.

Typical Qualifications

Education and Experience

Any combination of education, training, and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a Bachelor's degree from an accredited college or university with major coursework in Public Administration, Business Administration, Public Policy, Finance, Engineering, Construction Management, Urban Planning, or a related field.

Two years of professional-level analytical, administrative, budgetary, project coordination, contract administration, or program support experience, preferably in a municipal, public agency, Public Works, utilities, infrastructure, construction management, or special district environment.

Desirable Qualifications

Experience supporting Public Works operations, capital improvement projects, municipal budgeting, contract administration, procurement, grants, infrastructure programs, or intergovernmental coordination is desirable.

Experience using financial systems, agenda management systems, spreadsheets, databases, project tracking tools, or other technology to improve workflow, reporting, and operational efficiency is also desirable.

Knowledge of

  • Principles and practices of public administration, municipal government operations, and local government organization.
  • Budget development, financial analysis, expenditure tracking, and fiscal monitoring.
  • Basic Public Works functions, including capital projects, infrastructure, maintenance and operations, utilities, facilities, fleet, streets, parks, and environmental programs.
  • Contract administration, procurement, purchasing, agreements, requests for proposals, and vendor coordination.
  • Research methods, data analysis, report preparation, performance measurement, and operational enhancements.
  • Project coordination, program administration, workflow tracking, and process improvement.
  • Grant administration, reimbursement tracking, special revenue and restricted funds, and compliance reporting.
  • Applicable federal, state, and local laws, regulations, policies, and procedures related to assigned departmental activities.
  • Preparation and presentation of staff reports, agenda items, resolutions, presentations, agreements, and administrative reports.
  • Modern office practices, records management, business correspondence, customer service, and computer applications used in municipal administration.

Ability to

  • Perform professional analytical, administrative, budgetary, and program support work with accuracy and sound judgment.
  • Analyze administrative, financial, operational, and policy issues; evaluate alternatives; and make practical recommendations.
  • Interpret and apply City policies, procedures, contracts, regulations, budgets, and administrative requirements.
  • Prepare clear and professional reports, agenda items, correspondence, agreements, presentations, and other written materials.
  • Assist with departmental budgets, expenditures, revenues, contracts, grants, and project funding.
  • Coordinate contracts, procurement, invoices, consultant agreements, purchasing activities, and related administrative processes.
  • Work independently while managing multiple assignments, priorities, projects, deadlines, and follow-up items.
  • Conduct research, analyze data, identify trends, and present findings and translate to administrative budgetary or policy support.
  • Communicate effectively with City staff, elected officials, consultants, contractors, vendors, outside agencies, and the public.
  • Use office technology, financial systems, spreadsheets, databases, project tracking tools, and presentation software effectively.

Licenses and Certifications

Possession of, or ability to obtain, a valid California Class C Driver's License may be required.

Working Conditions

Work is generally performed in a standard office environment, with occasional attendance at meetings, site visits, field locations, or public facilities. The position may require interaction with the public, contractors, consultants, vendors, City staff, and outside agencies, and may require attendance at evening meetings or work outside regular business hours as needed.
