Job description

The Public Health Subject Matter Expert will assist in the developing of an all-hazards public health emergency response framework for the Region 2 Health and Medical Coordinating Coalition (HMCC) and the seventy-four local health departments in the Region, including the Region 2 Public Health Emergency Preparedness (PHEP) Coalition (public health) all-hazards emergency response framework template for health departments / board of health. This role is aimed at guiding public health response to incidents / events within their community.

Supervisory Responsibilities : No

Job Classification : Part Time

Duty Station : Worcester, Massachusetts

Travel : Yes, requires travel up to 50% of the time to region 2 and local health departments

This pay band reflects Chloeta’s good faith estimate of the range it expects to offer; Chloeta reserves the right to alter this range if business circumstances change

Duties / Responsibilities :

  • Reviews existing publicly available public health emergency operation plans and annexes
  • Drafts all-hazards public health emergency response framework template to follow state and federal emergency preparedness and response laws and regulations
  • Schedules and facilitates at least 3 virtual round table workshops regarding the all-hazards public health response framework template
  • Finalizes comprehensive all-hazards public health response framework template information
  • Presents the comprehensive all-hazards public health response framework template
  • Collaborates with other town / city departments when updating emergency operation plans and annexes and during response operations
  • Attends monthly MDPH OPEM Statewide Planner Coordinator Meetings

  • Required Skills / Abilities :

  • Comprehensive knowledge of public health emergency preparedness and response principles, including the Public Health Emergency Preparedness (PHEP) Capabilities.
  • Comprehensive knowledge of the public health response roles and responsibilities and response during an incident / event within their community
  • Proficiency in MS WORD, PowerPoint
  • Experience in planning, executing, and evaluating emergency exercises, such as Tabletop (TTX), Drills, Functional Exercises (FE), and Full-Scale Exercises (FSE)
  • Proficiency in data collection, management, and analysis tools
  • Ability to compile, analyze, and report data accurately, ensuring compliance with CDC and CTDPH guidelines
  • Ability to work effectively and collaboratively within a team and lead group discussions and meetings
  • Strong project management skills, including the ability to develop plans, set priorities, and manage multiple projects simultaneously
  • Excellent verbal and written communication skills, with the ability to clearly convey information to diverse audiences, including health officials, community organizations, and emergency preparedness coordinators
  • Experience in coordinating complex projects involving multiple stakeholders and deadlines
  • Strong project management skills, including the ability to develop plans, set priorities, and manage multiple projects simultaneously
  • Experience in coordinating complex projects involving multiple stakeholders and deadlines
  • Ability to think critically and solve problems efficiently, especially in high-pressure situations
  • Familiarity with the National Incident Management System (NIMS) and Incident Command System (ICS)
  • Knowledge of relevant public health laws, regulations, and guidelines
  • Ability to work collaboratively with diverse stakeholders including LHDs, community organizations, and government agencies
  • Proficiency in data management and reporting platforms
  • Education and Experience :

  • Required : Bachelor’s degree in public health, Emergency Management, or a related field
  • Required : 2 years of experience in public health emergency preparedness or a related field
  • Preferred : Master’s degree in public health, Emergency Management, or a related field
  • Preferred : 5 years of experience in public health emergency preparedness or a related field
  • Preferred : Any of the following, along with other relevant certifications, will be considered favorably- Certified Emergency Manager (CEM), Certified in Public Health (CPH), NIMS Certification, HSEEP Certification, Project Management Professional Certification (PMP)
  • Physical Requirements :

  • Prolonged periods of sitting at a desk and working on a computer
  • This role routinely uses standard office equipment such as computers, phones, etc
  • This position will require travel
