General Description

The City of Madison seeks qualified candidates for the position of Public Works Development Manager. This is professional engineering and / or project supervision work performed in the office and / or field in connection with the planning, scheduling, design management, permitting, sub-dividing of land, and developer contract management of a wide variety of privately constructed public works projects. Assignments are received from a higher level engineer or supervisor and the work involves the application of independent professional judgment to define the project; determine the best methods of addressing the situation(s), including the assignment of project components to lower level staff; enforcement of Engineering review comments; and drafting and administration of Developer Agreements or other legal documents related to the project. The work is performed under the general direction and coordination of a Principal Engineer or Section Head and occasionally involves the supervision of other staff.

Progression from the Public Works Development Manager 1 to Public Works Development Manager 2 depends on the employee demonstrating increased independence, responsibility, and judgment, and normally takes place after approximately one (1) year.

Initial placement in the Public Works Development Manager 1 - 2 classification series is determined for each employee based on their related training and experience at the time of hire. Starting pay is negotiable within the range and will be commensurate with the selected candidate's experience.

Base starting salary range for Public Works Development Manager 1 is $83,478.98 - $100,326.72 annually.

Base starting salary range for Public Works Development Manager 2 is $91,258.70 - $110,173.18 annually.

Examples of Duties and Responsibilities

  • Private Development Plan Review and Related Mapping / Land Records Coordination

Manage the private development review process under the Land Information Manager's direction.

  • Coordinate the review of Plan Commission-review plans, including preliminary proposals for commercial and residential developments, rezoning requests, and subdivisions.
  • Compile and organize feedback from various departments, resolving conflicting comments.
  • Assist in drafting contracts between the City and Private Developers.
  • Manage the final approval process for private plans and developments, ensuring compliance with City Engineering Division comments and conditions.
  • Facilitate meetings with stakeholders to address development proposal issues.
  • Present development projects at Board of Public Works meetings.
  • Foster partnerships with private developers, assisting in navigating regulatory requirements.
  • Coordinate documents related to public infrastructure improvements.
  • Manage the perpetuation and preservation of Public Land Survey monuments.
  • Maintain professionalism in interactions with stakeholders.
  • Offer insights on development processes and recommend policy changes.
  • Oversee applicant submissions and CAD deliverables, delegating tasks to GIS Specialists.
  • City of Madison Public Works Projects and Mapping / Land Records Coordination
  • Lead the management and review of projects to acquire public rights, right-of-way, and easements.

  • Collaborate with the Office of Real Estate Services for rights and easements acquisitions or releases.
  • Supervise GIS / Mapping staff in maintaining Engineering Division Land Records.
  • Oversee the location of land boundaries, corners, and Public Land Survey monuments.
  • Coordinate subdivision processes and preparation of official documents.
  • Manage the public works division's land records program.
  • Process resolutions and official documents related to land records.
  • Coordinate survey project assignments and integration of field data, including boundary surveys and land divisions.
  • Act as a liaison between city departments, agencies, consultants, and the public.
  • Provide oversight and support for land and survey-related records management.
  • Other Related Work
  • Provide training and technical assistance in using CAD / Civil 3D software.

  • Develop survey mapping styles and templates for consistency.
  • Conduct research to capture historical land records documents.
  • Perform additional tasks as assigned to support Land Information Office Management.

  • Minimum Qualifications

    TO BE QUALIFIED FOR PUBLIC WORKS DEVELOPMENT MANAGER 1 :

  • Two (2) years of professional engineering, project supervision work, or project management work performed in the office or field, as related to Public Works Improvement Projects; AND
  • Bachelor's (or higher level) degree in engineering, construction management, or a closely related field.
  • Four (4) years of related engineering experience; AND
  • Associate's degree in a related field (Civil Tech, Surveying, Construction Management).
  • Two (2) years of experience applying the following :
  • Policies, practices, procedures and governing laws, ordinances, and / or regulations pertaining to the department / division and specific area of engineering, surveying, sub-dividing of land for development, all as related to Public Works Improvements.

  • Procedural aspects of the City's engineering, planning, permitting and development processes.
  • Applicable planning, land use, development and engineering and planning activities, principles, theories and practices.
  • Surveying, sub-dividing of land, civil engineering design and construction principles, practices, materials, and inspection techniques.
  • Computer software applicable to the duties of the position.
  • Procedural aspects of municipal contracting and budgeting processes; AND
  • Familiarity with the following :
  • Standard civil engineering and / or traffic engineering nomenclature, mathematics, and fundamental principles, practices and techniques.

  • Drafting, surveying, and engineering design practices and techniques.
  • TO BE QUALIFIED FOR PUBLIC WORKS DEVELOPMENT MANAGER 2 :

  • One (1) year of professional engineering, project supervision work, or project management work performed in the office or field, as related to Public Works Improvement Projects, including project management and leadership responsibilities equivalent to that gained at the level with the City of Madison; AND
  • Bachelor's degree in engineering, construction management, or a closely related field.
  • Five (5) years of related professional engineering experience; AND
  • Associate's degree in a related field (Civil Engineering Technology, Surveying, Construction Management).
  • Four (4) years of experience applying the following :
  • Policies, practices, procedures and governing laws, ordinances, and / or regulations pertaining to the department / division and specific area of engineering, surveying, sub-dividing of land for development, all as related to Public Works Improvements.

  • Surveying principles, techniques and legal requirements.
  • Computer software applicable to the duties of the position, including CADD.
  • Manual and computerized survey instrument use, adjustment and care
  • Route surveying principles.
  • All facets of Public Works construction projects.
  • Principles and practices of engineering drawing and drafting, including computer-aided drafting; AND
  • Two (2) years of experience applying the following :
  • Procedural aspects of the City's engineering, planning, permitting and development processes.

    Special Requirements

  • Possession of a valid Wisconsin driver's license.
  • Must be able to travel to construction sites to inspect projects.

  • The employee may be expected to attend meetings and provide presentations outside the normal work schedule, including evenings and weekends.
  • Physical Requirements :

  • Must be able to physically access all areas of the construction site and be able to take measurements in the field. Otherwise, work is performed in an office environment, using standard office equipment such as computer, telephone, copier, etc.
  • Payroll title for this position is either Public Works Development Manager 1 or Public Works Development Manager 2

    Vacation is earned upon starting employment and can be used after completion of probation. The general vacation schedule is below.

    Employees earn 3.5 personal days in addition to vacation.
