SERVE AS SITE SAFETY & HEALTH OFFICER, OVERSEE IMPLEMENTATION AND ADHERENCE TO SITE HEALTH &

SAFETY PLAN.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Primary Point of Contact for Safety & Occupational Health issues relating to completion of assigned delivery

orders. Act as a liaison between Contractor and Installation Safety Division (ISD)

  • Administer the Site Health & Safety Plan
  • Develop SHSP / APP for new contracts
  • Review and develop AHAs for submission
  • Perform site visits prior to project proposal to confirm how work should be performed
  • Maintain an accurate record of and report to the ISD exposure data and accidents resulting in death, traumatic
  • injury occupational disease or damage to property, materials, supplies, and equipment incident to work

    performed under the contract.

  • Prepare and update Job Hazard Analysis' as required
  • Prepare Traffic Plans in accordance with MUTCD
  • Ensure all workers are trained as appropriate for their assigned duties
  • Conduct on-site reviews for all projects to ensure that appropriate safety plans and procedures are properly
  • implemented and followed

  • Conduct and document "Toolbox Safety Talks" on appropriate, relevant topics
  • Other duties as assigned / required
  • QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

    Required (Minimum) Qualifications

  • SSHO is also required to have proof of employment for :
  • Five (5) years of continuous construction industry safety experience in supervising /

  • Five (5) years of continuous general industry safety experience in supervising /

  • If the SSHO has a Third-Party, Nationally Accredited (ANSI or National Commission
  • for Certifying Agencies - NCCA) SOH-related certification, only 4 years of experience is needed.

  • Competent Person Training for Trenching, Excavation, Confined Space, Fall Protection
  • First Aid & CPR Training
  • HAZWOPER Experience & Training
  • In-depth knowledge and experience with EM385-1-1
  • Candidate must comply with the qualification requirements for an SSHO as outlined in EM285-1-1
  • Section 01.A.17

  • UXO coordination experience
  • Enhanced state Driver's License
  • U.S. Citizenship (required for access to secure areas of Military Base)
  • Ability to obtain badging for DOD and Federal Government installations
  • Possibility of some overnight travel required but that would be limited
  • Knowledge, Skills and Abilities

  • SSHOs shall maintain competency through having taken 8 hours of documented
  • formal, on-line, or self-study safety and health related coursework every year. Examples

    of continuing education activities that meet this requirement are : writing an article, teaching

    a class, reading / writing professional articles, attendance / participation in professional societies / meetings,etc.

  • Ability to effectively communicate orally and in writing in English
  • Ability to use a computer, Word, Excel, E-mail, etc.
  • Additional specialized training or education may be required based upon tasks or hazards associated with
  • specific Delivery Orders as required by the Government.

  • Experience working with a team to develop means and methods to complete construction tasks in a safe and
  • efficient manner by identifying proper PPE and equipment.

  • This position requires extensive coordination and time management skills as it requires work across multiple
  • project as well as back office paperwork and daily field inspections / meetings.

    PHYSICAL REQUIREMENTS

    The physical demands described here are representative of those that must be met by an employee to successfully

    Essential and marginal functions require maintaining physical condition necessary for bending, stooping, sitting,

    walking or standing for prolonged periods of time. Additionally, the ability to climb up and down ladders, walk on

    uneven, shifting surfaces, dirt, mud and gravel & up and down hills as well as occasional work in confined spaces. The

    ability to pass a DOT physical and respirator fit testing may be required.

    DOT COVERED / SAFETY-SENSITIVE ROLE REQUIREMENTS

  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
  • WORK ENVIRONMENT

    Work Environment characteristics described here are representative of those that must be borne by an employee to

    successfully perform the essential functions of this job.

    Job is performed both on active construction sites with exposure to all types of weather heat, cold, rain, snow, exposure

    to dust, dirt and noise, as well as in an office setting with exposure to computer screens and requires extensive use of a

    computer, keyboard, mouse and multi-line telephone system. Occasional travel may be required. Occasional "off-shift"

    evening / weekend / holiday work may be required.

    SUPERVISORY RESPONSIBILITIES

  • Depending upon workload supervision of additional employees and or subcontracted employees may be
  • required

    ADDITIONAL QUALIFYING FACTORS

    As a condition of employment, candidate would be required to pass a pre-employment drug screening, as well as

    periodic random drug screenings, have acceptable reference and background check results to obtain access to secure

    areas of a military base. Must have reliable transportation to / from work.
