Duties

This position independently conducts or leads investigative teams in conducting difficult assignments that typically involve violations of law, regulation, or policy and interrelationships between and among programs, systems, functions,

policies, and various issues. The investigations conducts may involve financial

records and systems or consist of activities to review and evaluate the

performance of an entity's assigned functions or activities involved in the

detection of fraud, waste, and abuse. The activities also include criminal

activities perpetuated by providers of services, contractors, employees,

private individuals and others involving the programs and operations of USCP.

This position requires the incumbent to obtain and

maintain a Top Secret Security Clearance. Failure to obtain and maintain a Top

Secret Security Clearance may result in termination.

Participates with the Assistant Inspector General for

Investigations in the formulation of investigative and oversight program

policies, goals, and objectives and the development of long and short range

strategic plans for the OIG's Investigative and oversight programs. Ensures

that basic policy and planning activities are implemented and that planning and

procedures adequately identify vulnerable areas and provide for adequate

coverage of USCP programs and personnel through a combination of proactive and

reactive investigations and oversight reviews.

Plans, directs and coordinates the conduct of the full

range of investigations throughout the Department including the investigations

of senior officials and Office of Professional Responsibility (OPR) personnel

many of which are complex and extremely sensitive. Investigates complaints or

information concerning possible violations of laws, rules, regulations,

mismanagement, gross waste of funds, and abuse of authority.

Makes recommendations for corrective actions,

including changes in regulations, policies and procedures, when areas of

vulnerability are identified related to fraud and abuse. Develops plans for

countering fraud and abuse. Reviews results and recommends further action when

necessary.

Directs and prepares reports on conditions and

situations identified through investigations of allegations and complaints, and

recommends actions to take that will result in correction and prevention.

Monitors disposition of report findings to ensure appropriate actions are

taken.

Directs and monitors activities in the conduct of

interviews with subjects and witnesses, and information in developing cases and

serving subpoenas. Participates with other law enforcement agencies.

Serves as the liaison with USCP OPR, Investigations

Division on investigative and oversight matters, including the referral of

cases to those offices for investigations. Reviews and disseminates reports

from the Federal Bureau of Investigation and other government agencies, as

appropriate.

Requirements

Conditions of Employment

You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period. Must be able to obtain and maintain a Top Secret Clearance.

Qualifications

In order to qualify, you must meet the education and / or experience requirements described below.

Specialized Experience : Applicants must have one year (52 weeks) of

specialized experience which is in or directly in line of work of this

position. Specialized experience is demonstrated as :

  • Experience investigating criminal cases requiring the use
  • of recognized investigative methods and techniques and that may have included

    appearing in court to present evidence.

  • Experience Investigates complaints or information
  • concerning possible violations of laws, rules, regulations, mismanagement,

    gross waste of funds, and abuse of authority.

  • Experience directs and monitors activities in the conduct
  • of interviews with subjects and witnesses, and information in developing cases,

    and serving subpoenas.

  • Highly proficient in written and oral communication and in
  • supporting the production of deliverables to upper level stakeholders.

    There is no education substitution for experience in this series and / or grade, however a baccalaureate degree with superior qualifications are highly desirable.

    As per the Congressional Accountability Act (CAA) and the Fair Chance to Compete for Jobs Act of 2019, criminal history information will only be collected following a qualifications review and after a tentative offer of employment has been made.     Criminal History Check Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment.

    Credit Check Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.

    Selective Service Registration Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status.     Fingerprint Check Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record.

    Background Investigation Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and / or misleading information may be grounds for removal from the application and selection process.
