Ravines EdgeThe Regional Housing Director is responsible for supporting all housing staff within assigned region and works cooperatively with other Housing Services staff and other Central Office departments.
Essential Functions Statement(s)
Directly supervises an average of 12 – 20 UCH employees and / or managed property employees
Carries out supervisory responsibilities in accordance with the UCH policies and applicable laws in the following : Interviewing, hiring, and training employees; Planning, assigning, and directing work; Appraising performance; Rewarding and disciplining employees; Addressing complaints and resolving problems
Provides customer service training to staff on appropriate customer service techniques; prepares routine communications / correspondence with residents, family members and others; responds to complaints from clients including phone and / or in person meetings with residents and staff to solicit information to resolve the complaint. Provides director of Housing Services information for complaints that are not resolved at the Manager / Regional level.
Assists with planning and preparation of annual housing manager's conference; plans and coordinates regional trainings as required
Reviews monthly facility accounting reports including but not limited to : Budget comparison reports; Accounts receivable reports; Balance sheet and profit & loss statements
Approves expenditures of the housing communities greater than $500 (Expenditures greater than $2,500 require approval of the VP-Housing Services)
Prepares annual operating budgets for submission to HUD, including letter of explanation and supporting documentation; Uses information provided by on-site managers and historical expense information
Conducts analyses of management and maintenance costs of housing communities to determine areas where cost reductions can be effected
Plans long-term schedule of major repairs for housing communities and analysis of Replacement Reserve balances in cooperation with on-site housing staff and VP-Housing Services
Participates in semi-annual facility Board of Trustee meetings (either in person or via conference call) and Board of Trustee visits to sites, as directed
Assists with development and implementation of new policies / procedures for administration of Housing Communities
Attends HUD and management seminars as assigned; Shares pertinent information from the seminar with Housing Managers, other Regional Managers, and VP-Housing Services
Follows industry trends in trade publications and shares pertinent information with Housing Managers, other Regional Managers, and VP-Housing Services
Provides support and direction to management staff regarding Service Coordination; reviews Service Coordinator reports
Ensures compliance with EEOC, HAir Housing, federal, state, and local regulations and adherence to any other applicable laws.
Prepares and timely submits rental subsidy contract renewals, funding requests, rent schedules, and other required documents; prepares HUD correspondence as required
Attends and / or coordinates physical and management reviews as required by regulatory agencies
Assists with development and implementation of operational plans and procedures for administration of housing communities
Completes site visits to each Housing Community within region at least three times per year; one visit is to include an annual facility inspection
Coordinates the integration of newly acquired or managed communities into United Church Homes
Performs all other duties as assigned or directed

Skills & Abilities
Education : Bachelor's Degree (four year college or technical school) Preferred, Field of Study : Business or Social Services
Experience : Three (3) to five (5) years of experience in housing management or related field or equivalent combination of education and experience; Prior supervisory experience required
Computer Skills : Must be able to proficiently operate a computer, the Internet, Microsoft Office, other relevant software, and basic office equipment; Must be adept at using HUD and internal accounting software
Certifications & Licenses : Must possess a valid driver"s license and have reliable transportation; Must possess a Certified Occupancy Specialist certificate or equivalent
Other Requirements : Prior experience or training in accounting / budgets required; Prior experience with subsidies, HUD policies, Section 8, Section 236, or tax credits required; Strong interpersonal skills; Strong organizational and multi-tasking abilities; Ability to read and interpret documents such as procedure manuals, HUD handbooks and notices; Ability to write routine reports and correspondence; Ability to speak effectively before groups of customers or employees of organization; Ability to add, subtract, multiply, and divide, using whole numbers, common fractions, and decimals; Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists; Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form; Must be able to adhere to all terms and conditions set forth in the United Church Homes Employee Handbook
