SUMMARY

Under general supervision, assists in the administration of risk management and associated insurance and loss prevention activities for the District; provides expert assistance to management and operational staff.

ESSENTIAL FUNCTIONS

  • Assists with the administration of worker’s compensation cases; contacts injured employee, discusses injury, treatment and plan of care; coordinates a variety of leaves within District and department guidelines.
  • Communicates with employees / worksite liaisons / supervisors / physicians, as appropriate, regarding information needed to process and adjudicate claims (e.g., medical documentation, filing status, return to work plans); keeps employees and supervisors current on status of absences.
  • Communicates approvals, denials, leave extensions, return-to-work plans and other important information to employees, supervisors, HR staff and third party administrators.
  • Exercises independent judgment within policy guidelines; analyzes issues and recommends solutions.
  • Represents the District at hearings as required.
  • Works with service providers on vendor relationships and contract negotiations; evaluates costeffectiveness of programs; ensures District services and costs match vendor records.
  • Provides assistance and information to staff on programs, services, policies & procedures; exercises the highest degree of confidentiality and professionalism.
  • Assists in administration and oversight of a variety of insurance programs to include, property, liability, health insurance and workers' compensation programs.
  • Negotiates and administers contracts for third-party administrators, insurance providers, claims adjusters, legal services, and others as required for program administration and service delivery.
  • Assists with loss prevention program, including safety inspections, hazard mitigation, safety training and compliance with OSHA regulations; coordinates the OSHA 300 and 300A records and reporting process.
  • Assists in developing and implementing goals, objectives, policies, procedures and work standards for the department; develops and directs the implementation of litigation strategies for liability claims against the District.
  • Confers with members of other departments regarding financial matters; facilitates the resolution of problems and the development of coordinated policies; makes presentations to applicable departments as required.
  • Conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations; directs the maintenance of accurate records and files.
  • Monitors and interprets changes in laws and regulations related to public agency financing and financial reporting, risk management and related areas.

MINIMUM QUALIFICATIONS

Bachelor’s Degree in Business or Public Administration, or related field

2 years of professional experience with risk management programs or an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of :

  • Principles and practices of public agency risk management, including workers' compensation, and liability and property insurance programs.
  • Principles and practices of generally accepted accounting standards and practices, with an emphasis on governmental and fund accounting, including methods of financial reporting and financial statement preparation.
  • Techniques of financial strategic planning.
  • Principles and practices of contract negotiation and administration.
  • Principles and practices related to benefit contracts and associated adjustment of claims.
  • Principles and practices of financial and claims auditing.
  • Principles and techniques of actuarial analysis and reporting.
  • Skill in :

  • Coordinating and managing worker’s compensation programs.
  • Assisting with the administration a comprehensive risk management and loss control program.
  • Assisting in planning, organizing and administering a comprehensive financial management and reporting program.
  • Interpreting, applying and explaining complex federal, state and local laws related to the areas of responsibility.
  • Conducting of comprehensive financial and claims audits and actuarial studies.
  • Preparing clear and concise reports, correspondence and other written materials.
  • LICENSE AND CERTIFICATION REQUIREMENTS   A valid Minnesota State Driver’s License is required.

    PHYSICAL DEMANDS AND WORKING ENVIRONMENT   Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and / or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.

    AMP / 59 / Exempt
