About the Department :
NC State University is the largest and most diverse research institution in the state of North Carolina. The university is comprised of 2110 acres on the Raleigh campus, plus over 100,000 acres in research and extension farms and other facilities throughout the state of North Carolina. Its population of approximately 31,100 students and 2040 faculty include more than 2500 graduate students supported on research and teaching appointments in the 68 established research and service centers. The 1334 acre NC State Centennial Campus complex includes a mix of wet lab and office incubator space for start-up companies as well as buildings co-inhabited by university departments and industrial tenants. This complex and diverse environment, particularly the heavy concentration of research centers and institutes, provides a challenging and interesting work environment for health and safety professionals, while our land grant status and extensive properties provides a similarly stimulating environment for environmental professionals.
Essential Job Duties :
Knowledgeable of, interpret, apply and enforce rules promulgated by EPA, OSHA, NRC and other federal, state, and local agencies related to EH&S which regulate chemical, biological, and other physical hazard use. Develop and implement specific University policies and procedures for programs, which utilize chemicals, biological agents, radioactive materials, non-ionizing radiation and produce regulated unwanted waste streams.
Work with faculty and other customers (Facilities, Housing, Athletics, etc.) to increase awareness of the department’s activities and to provide exceptional customer service in order to facilitate compliance with applicable governing rules, regulations and policies. Advise administrators, faculty, departmental managers, and researchers regarding chemical regulations and operational safety; and, provide supervisory training, upon request, to enhance the level of operational safety in institutional laboratories.
Working knowledge of principles of laboratory safety, occupational health and Safety, applicable building and fire codes relevant to academic research laboratories systems and laboratory ventilation requirements Familiar with financial management for long-term budget planning and management for the department’s budget. Knowledge of rules and regulations for spending state funds and utilizing the state purchasing process.
Direct the inspection of laboratories / chemical storage areas and audit departmental operations such as facilities in order to recommend methods of ensuring safe operations. Assure coordination of advisory meetings of the Radiation Protection Committee, Hazard Materials Committee, and Occupational Safety and Health Council involving substantial interaction with faculty. Maintain chemical inventory records of laboratories / storage areas throughout campus for use in emergencies and laboratory safety plans for all areas with hazardous materials in process.
Knowledge of human relations and administrative principles and techniques. Ability to oversee the work of Assistant Directors and other professionals. Requires supervisory skills. Assure that personnel are hired, trained, scheduled, and supervised to assist in emergency response and hazardous materials processing activities.
Other Responsibilities :
Advise local government officials and emergency personnel regarding hazardous materials. Review EHS matters with the University’s legal department as necessary to ensure compliance. Coordinate Worker’s Compensation activity with Human Resources Division. Assure that all appropriate University radiation and environmental licenses and permits are maintained in conformance with applicable rules, regulations and requirements.
Minimum Education and Experience :
- Master’s degree in chemical or physical sciences, or environmental health or related discipline is required; or a relevant undergraduate degree and at least two years of relevant experience may be substituted for the advanced degree. Professional certification such as CIH, CSP, or CHP strongly preferred.
- A minimum of 10 years of progressively responsible experience in one of the environmental health and safety professions in a university (or similar) environment is required.
