The scope of the proposed services will include the following :

• Perform curriculum design and development related to the budget lifecycle for LDOE federal grants managed by the Office of Early Childhood Care and Education including budgeting contracts and allocations obligation and liquidation of funds procurement reconciliation and reporting;
• Conduct training programs for staff all in areas of the LDOE budget lifecycle including workflows policies and regulations;
• Create policy and procedural documentation for areas that impact ECEs management of federal grant awards including but not limited to accounting procurement finance and contract management;
• Develop an Organizational Change Management Plan for implementing budget processes utilized by the Early Childhood Program;

Create additional documentation as needed and requested by the Support Services Project Manager Business Analyst and LDOE.

Perform additional duties related to this job title as needed and requested by LDOE for this task order.

Expertise and / or relevant experience in the following areas are mandatory :

Experience creating requirements documentation for complex projects.

Expertise and / or relevant experience in the following areas are desirable but not mandatory :

Has familiarity experience knowledge and / or background in the federal CCDF program.
