This position has some requirements for in-person work.
This position is permanent, full time, and represented by SEIU.

WHAT YOU WILL DO
The Senior Homeless Program Evaluation Analyst will play a critical role in evaluating and enhancing the impact of homeless and homeless intervention programs across the state of Oregon. This position will involve strategic collaboration with various stakeholders, including agency procurement and research teams and divisional program and policy leaders. This position will help to create more effective and equitable solutions for those experiencing homelessness in the state by working to ensure that decisions about program and policy initiatives are data driven.
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Experience working in a homeless program providing data driven information.
Demonstrated ability to identify and develop processes for addressing system gaps.
Knowledge of state and national issues related to homelessness and programs that support affordable housing policies.
Experience developing, implementing, and evaluating policies related to homelessness.
Strong analytical skills and an ability to interpret data to provide advisory services.
Understanding of practices and benchmarks related to homeless interventions, and the ability to apply this knowledge to state programs and policies.
Experience promoting diversity, equity, and inclusion principles and practices in the workplace.

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. The lack of available housing, high rents and high home prices are driving rapid increases in housing instability and homelessness. The plan articulates the extent of Oregon's housing problem and what we can do to address it. OHCS committed to the Housing Stability Council and our stakeholders that the plan will be responsive to the needs of the state.
OHCS released its Building Oregon's Future : 2023 Annual Report to update the agency's significant progress in meeting the goals outlined in the 2019 Statewide Housing Plan. We are now more than halfway into the five-year plan.

HOUSING STABILIZATION DIVISION (HSD)
OHCS's Housing Stabilization Division (HSD) provides critical statewide services addressing homelessness, housing stabilization, and energy and climate resilience for Oregonians with low incomes. HSD also administers the statewide data repository supporting accountable and effective funding and program design. Through a network of providers, including Community Action Agencies, local governmental and community-based planning groups, and community-based and culturally responsive organizations, HSD provides funding for shelter, re-housing support, rent assistance, energy assistance, and supports community service connections to critical needs for health care, education, and nutritious food. Recognizing the need to address root causes, the Housing Stabilization Division seeks to honor tribal sovereignty advance racial equity, and deploy a human-centered, wraparound approach toward a vision that all Oregonians will have equitable and inclusive access to safe and affordable housing and energy resources ensuring that any experience of housing instability will be rare, brief, and nonrecurring.
Performance and Evaluation Section (P&E)
The Performance and Evaluation Section administers the Oregon Multi-continuum of Care (OMC) Homeless Management Information System (HMIS) and leverages related data to evaluate programs that work to prevent and end homelessness.
